The Clinical Social Worker will serve as part of a community-based Mobile Health Services team with the goal of engaging homeless, mentally ill drug users in primary medical and mental health care. The target population includes HIV-positive and high risk individuals with mental health and or substance use disorders who are out of care. The CSW will conduct field based assessment, diagnosis, cognitive-behavioral and trauma-informed therapy, and assessment-based treatment plans.
Essential Job Functions
The following duties are mandatory requirements of the job:
  • Work as part of a Mobile Health Services Team to engage clients in appropriate medical and mental health services.
  • Clinician services include initial assessment/evaluation, treatment planning, crisis intervention, therapy linkage to psychiatric services and medication evaluation monitoring and follow-up; clinical management and care coordination to support mental health and medical treatment retention.
  • Therapist utilizes the philosophy and principles of harm reduction to assist people to reduce symptom distress, increase independent functioning, improve well-being and to gain access to and to retain health care and supportive services.
  • Provides brief interventions and trauma-informed therapy. Engages with participants by providing mobile-unit based clinical services as required including (but not limited to):Make referrals as necessary to HCV/HIV primary care, mental health services, case management, housing services, and benefits.
    • mental health treatment;
    • crisis intervention;
      • assessments for benefit determinations by the New York State Office of Disability and Social Security Supplementary Income evaluations;
    • interdisciplinary collaboration;
      • integrated coordination of providers and services.
      • advocacy for adequate social, economic, and environmental supports and services
  • Maintain a strong knowledge of HIV/AIDS, including treatment information and developments that affect clients’ access to care.
  • Prepare progress notes, conduct referrals, and follow up as necessary; responsible for maintaining program service log.
  • Collaborate with multidisciplinary team including medical and dental providers, outreach workers, case managers, and patient navigators to ensure client access to supportive services.
Other Responsibilities
The following duties are to be performed as assigned by the supervisor:
  • Assist director as needed with inputs to contract targets, program measurements and outcomes, policies and procedures, and other program or clinical matters as requested to support department and division requirements.
  • Prepares quantitative and narrative monthly reports of the program’s progress in meeting targets.
Education and Certification
  • Required: Master’s degree in clinical social work. Three years experience in clinical social work (psychotherapy) direct practice with marginalized populations.
  • Credentials: LCSW, NY State or LCSW eligible (e.g., NY State Limited Permit) or LMSW under qualified supervision.
  • Knowledge of HIV, sexually transmitted infections, and other blood borne viral pathogens (Hepatitis C).
  • Knowledge of the drivers of substance use and dependence.
  • Knowledge of motivational interviewing and the stages of change.
  • Desired: Undergraduate degree, Psychology. Background in biological/health sciences. Technological literacy and quantitative competencies.
Special Skills and Knowledge
In addition to the above-listed job responsibilities and educational requirements, the ideal candidate for this position possesses most or all of the following:
  • Minimum of one to two years experience working with those living with dually/triply diagnosed patients
  • Demonstrated knowledge of interaction between psychiatric medication and antiretrovirals
  • BCLS certification

EXPERIENCE AND QUALIFICATIONS

- Bachelor?s degree in a related field required.
- A minimum of three years of media experience that includes involvement in advocacy-oriented media campaigns.
- Experience pitching stories to major news outlets.
- Familiarity with Congress and congressional issues related to civil liberties. Experience working on the Hill is strongly preferred.
- Excellent written and verbal communications skills.
- Strong writing and editing skills; ability to produce clear, concise talking points, press releases and other materials within tight deadlines.
- Strong interpersonal skills and an ability to work effectively independently and with others in a team environment.
- Experience liaising with the media to promote civil liberties or social justice issues.

Inspirica is one of the largest organizations serving homeless people in Connecticut. We provide emergency, transitional and permanent housing, support services, youth services, education and employment training to 500-600 adults and children in lower Fairfield County each year. In addition to being homeless, the people we serve typically suffer from mental illness, substance abuse and/or HIV/AIDS. Many further have severe cognitive impairments, a history of incarceration, little or no work history, and little or no education. All of our participants live at or below poverty level.
Our mission is to break the cycle of homelessness by helping people achieve – and maintain – permanent housing and stability in their lives.
Our principles are to be a results oriented, cost-effective organization with a caring professional staff and dedicated volunteers who believe in individual human potential, personal accountability and mutual respect.
Position
The Family Housing Program is the flagship program of Inspirica. It is comprised of two components. The first is a 63-bed transitional housing program in which individuals can stay up to 24 months. Extensions can be granted based upon the physical condition of the individual and the availability of permanent housing. The second is a 21-bed emergency shelter for homeless families. The facility is the only shelter in the area keeping entire families. Participants live in dormitory-style rooms sharing common areas (bathrooms, TV/computer rooms, kitchen etc).
Inspirica is seeking an Assistant Program Manager for the Family Housing Program to provide residential case management services and assist the program manager at FHP which is located at 141 Franklin St. in Stamford, CT.
The goal of FHP is to successfully transition families with a history of chronic homelessness to permanent housing in the community and to help them sustain this housing indefinitely. We accomplish this by addressing not just the physical housing part of homelessness, but all of the reasons a participant is homeless. This includes providing education and employment training and collaborating with a vast array of external partners to provide medical/dental care, mental health care, substance abuse treatment as well as a range of other needs including, securing Social Security benefits, ADL’s, socialization skills, and employment.
Duties
The Assistant Program Manager will report directly to the Family Housing Program Manager. Duties include, but are not limited to:
  • Maintaining a personal caseload of 10-16 families (in conjunction with Family Housing Program Manager), including all residential case management functions (weekly counseling sessions, preparing progress notes, service plans, incident reports, log books, etc.).
  • Responding to emergency and security situations.
  • Collection and documentation of program participant fees.
  • Adherence to Inspirica and contract policies and procedures.
  • Preparation of program reports.
  • Serving as a back up to the Program Manager in his/her absence.
  • Working with program and facilities staff to ensure the building and surrounding facilities are in compliance with health, safety and fire codes.
  • Maintaining supplies inventory and distributing supplies to participants as needed.
  • Coordinating and running counseling groups that focus on ADL’s, social skills, motivation and related needs.
  • Leading participant suite meetings.
  • Liaising with Inspirica’s external partners, including referring residents to services and participating in collaborative treatment team meetings.
  • Coordination of services with other Inspirica programs, including the education, employment, housing coordination and retention programs.
Candidates should have: Masters in Mental Health field or MSW or related degree preferred, Bachelor’s degree with 5 years applicable experience required; three years of experience working with homeless and mental health consumers; strong computer skills (MS Windows, Outlook, Word, Excel); excellent clinical and organizational skills etc. Knowledge of Spanish and/or French/Creole a plus. Experience with Servicepoint/HMIS a plus.

IFES current project “Building Sustainable Elections Management in Liberia (BSEM)” in Liberia seeks to promote sustainable, efficient, sound, non-political election management by the National Election Commission (NEC). In pursuing this goal, IFES is helping build the capacity of the NEC in key areas of electoral boundary drawing, voter registration, civic and voter education, public information and outreach, planning and executing the national referendum, and providing technical support in the creation of various regulations, procedures, guidelines and budgets.
During the 2011 Elections, the NEC established a Gender Section, with the directive to ensure that election programs are gender mainstreamed in consonance with electoral laws and international best practices. The Gender Section made considerable effort to implement this mandate by creating gender awareness programs during the 2011 Elections.
In light of the above given background, IFES seeks consulting services of an Electoral Gender Specialist to travel to Liberia for about two months to provide technical assistance in building the capacity of the newly established Gender Unit of the National Elections Commission of Liberia. The consultant will be required to begin work from October 1, 2012 to November 20, 2012. As part of their responsibilities the consultant will carry out the following tasks:
Job Responsibilities:
• Assist NEC in the conduct of a review of the electoral laws, legislations, guidelines to identify ones with gender implications and engage staff in the Gender Section to discuss revisions to the laws and/or legislations to improve its gender sensitivity;
• Advise and engage the Gender Section in developing a mid to long-term gender mainstreaming strategy document for NEC based on the review conducted;
• Advise and support the planning, preparing, and implementing gender capacity development activities for NEC staff in headquarters and magistrate offices;
• Advise NEC on international best practices to reflect gender equity principles and practices pertaining to electoral management;
• Mentor and provide advice in developing the capacities of the gender Section staff through undertaking a series of gender based trainings;
• Support NEC in planning and organizing workshops/seminars for stakeholders regarding the inclusion of women in electoral activities;
• Provide advice on mainstreaming gender and disability concerns in NEC's
policies and programs;
• Provide advice and support to NEC civic and voter education strategies to increase women's participation in the electoral process;
• Advise NEC on cooperation with other government ministries, agencies , Civil Society Organizations (CSOs), and women's networks on efforts at women empowerment;
• Conduct a gender analysis of NEC programs and activities
• Perform other tasks assigned by the IFES Chief of Party.
Qualifications:
Proven competency and 7-10 years experience in the field of democratic governance and elections. Must be well-informed on both electoral and broader democratic governance issues such as electoral access with respect to gender and disability, legislative development, civil society in emerging democratic societies, and the participation and role of women in politics.
The applicant must have a solid academic background, preferably a Master's Degree in the Social Sciences, with a background in conducting gender work and demonstrated abilities in analysis of complex political situations.
