About this position

The Monitoring, Evaluation & Learning Specialist (MEL Specialist) is responsible for leading Sonke’s MEL activities for the organisation’s Policy Development & Advocacy Unit (PDA). The MEL Specialist will primarily focus on the prisons advocacy programme within PDA, but will play a critical role in increasing Sonke’s internal capacity to conduct ongoing MEL on policy activities. Based in either Cape Town or Johannesburg, the Specialist will work under the direction of the Research, Monitoring & Evaluation Unit Manager, together with the M&E Manager, and in coordination with the national and regional prisons policy advocacy team and partners working to address sexual violence in prisons in southern Africa.

1. Monitoring, Evaluation and Learning
  • Develop an MEL strategy for the PDA unit, focusing especially on the national and regional prisons advocacy project. The strategy will take into account Sonke’s own policy advocacy efforts, as well as the activities and approach of the organisation’s key implementing partners in South Africa and the region. The MEL strategy will be iterative, and devised to pick up the nuanced mechanisms through which policy change occurs through the work of the PDA Unit.
  • Coordinate the data collection of quarterly and annual reports from sub-grantees.
  • Be responsible for data analysis, reporting and data dissemination to various stakeholders.
  • Assist with data management processes and management of MEL system.
  • Contribute to the development of the MEL standard operation procedures for the PDA Unit.
  • Review and recommend further improvement of logical/MEL frameworks including the theory of change.
  • Assist with the development of indicators, as well as results based management frameworks.
  • Monitor and evaluate overall progress on achievement of results, as well as identify ongoing lessons learnt to inform recalibration of project approaches if necessary.
  • Monitor the sustainability of the projects’ results.
  • Provide feedback to project managers on project strategies and activities, within Sonke and across implementing partners and sub-grantees.
  • Report monthly, quarterly, bi-annually and annually, progress on all project activities to the Research and M&E Manager, and to the PDA Unit Manager and Regional Prisons Advocacy Specialist.
  • Participate in annual project reviews and planning workshops and assist the PDA Unit Manager and Regional Prisons Advocacy Specialist in preparing relevant reports.
  • Assist project personnel with MEL tools and support sub-grantees in the utilization of these tools, and;
  • Perform other duties that may be required.

2. Training and Capacity Development
  • In this function, the MEL Specialist will focus on skills building both within Sonke, the PDA Unit specifically, and across the Unit’s implementing partners for its regional prisons projects. Several different tasks and constituencies are of potential interest. As appropriate and agreed to by PDA and Research and M&E unit, the incumbent will:
  • Develop tools and resources in MEL for use by Sonke and its implementing partners;
  • Be part of the regional Technical Support Team based in the PDA Unit and responsible for the regional prisons project, and;
  • Conduct regular capacity and technical assessments, and manage close out function among implementing partners for the regional prisons project.
3. Strategic networking
  • Attend key research and knowledge dissemination meetings and international conferences to represent Sonke’s national and regional PDA work, especially the regional prisons project, and;
  • Identify and collaborate with strategic partners and institutions in MEL.

Qualifications and Experience:

Education: Bachelors degree and preferably policy-related graduate studies.

Experience Required:
  • At least 5+ years of experience in the design and implementation of MEL in policy development and advocacy projects implemented by NGOs/international organisations/government;
  • Experience working in collaborative and team research projects on gender, violence, and HIV and AIDS in Southern Africa, preferably including criminal justice and penal systems;
  • Experience in training and facilitating MEL with diverse communities in Southern Africa;
  • Experience in designing tools and strategies for data collection, analysis and production of reports for policy development and advocacy projects;
  • Proven ICT skills, especially in the use of various MIS software using database software;
  • Expertise in analyzing data using qualitative and statistical data analysis software; and
  • Strong training & facilitation skills.
  • Record of publications in academic journals, newspapers, etc.
  • Experience in presentations and disseminating knowledge in conferences, seminars and other fora.

Skills Required:
  • Ability to develop MEL frameworks for new projects;
  • Ability to present MEL findings in formats relevant to communities and partners;
  • Exceptional public speaking and formal presentation skills;
  • Strong problem solving skills;
  • In-depth knowledge on MEL, policy development and advocacy, gender and criminal justice / penal issues;
  • Excellent knowledge of monitoring and the application of methodology; Good understanding of capacity assessment methodologies and excellent ability to identify significant capacity building opportunities;

In brief, you will:
  •  Oversee programme managers in the GL programme areas (SAGPA, Media, Governance and Entrepreneurship, Gender Justice) and manage and develop key line managers in programmes, monitoring, evaluation and learning
  • Ensure a productive work force and strong team spirit
  • Promote smooth internal communication and coordination
  • Ensure state-of-the art financial and other systems and practices that enhance efficiency and effectiveness.
  • Represent GL in the media as required by initiating and attending interviews and other events with the media and submitting written articles to the newspapers and ensure an appropriate social media presence for GL.
  • Network with governments, donors and others to further the profile and aims of GL.
  • Raise sufficient funds for the work of the organisation, with timely submission of donor reports, regular communication and excellent relationships.
  • You will co-ordinate strategic programme planning and assist the CEO in initiating relevant Policies and Procedures and oversee the development of GL publications and the Gender Links News Service.

Essential Qualifications and Experience

  • A Masters Degree in Social Science Studies or other equivalent advanced degree in a related field.
  • Qualifications in gender studies or extensive experience in this area.
  • 10-15 years of significant management experience with at least five of these at a senior leadership level, ideally with a proven track record of managing cross-functionally.
  • A proven track record of raising funds from bilateral, multilateral and philanthropic organisations.
  • Knowledge of, and work experience in, the SADC region.

The Role

What we expect from you 
You will need to have a critical understanding of the current labour migration regime and the way it impacts on the rights of all workers, especially women migrant workers. You will need to have excellent comprehension and communication skills in English to be able to process a diverse range of publications and write for different audiences. As a Programme Officer in the Communications and Advocacy team you will work in close collaboration with two other colleagues. You will cooperate with other staff as well as GAATW member organisations on specific projects. You will receive support from the International Coordinator as well as external advisors of GAATW-IS. You and your team will be responsible for developing the communications and advocacy plan of GAATW in consultation with our advisors. You will play an important role in bringing out GAATW’s key advocacy messages in international and regional discussions and in building the profile of GAATW in external settings, ensuring that the organisation’s experience and expertise are well communicated and consistently presented.
Roles and Responsibilities 
  • Together with the team, develop and implement a clear and concise communications plan for the organisation in line with its strategic directions.
  • Lead in the crafting of advocacy-oriented communications in coordination with other colleagues and member organisations.
  • Develop sharp and clear commentaries, press statements, op-ed articles, and other communication materials needed for timely advocacy response.
  • Actively monitor news related to anti-trafficking and labour migration issues from print and broadcast media, and identify possible areas of collaborative advocacy work within the Alliance.
  • Review and proofread all publications produced by the organisation to ensure GAATW branding and that communication guidelines are followed.
  • Take the lead in organising media outreach and respond to media inquiries quickly and effectively.
  • Evaluate results and impact of GAATW communications activities and ensure a wide reach of GAATW research findings and recommendations.
  • Facilitate discussions with the Working Group on Communications and Advocacy in order to support the overall outreach and communications objectives of GAATW.
  • Support, when needed, GAATW International Secretariat in other related tasks (e.g. organising workshops, research, funding proposals and representation at international events.)
Required Skills and Experience
  • Post-graduate degree in journalism, communications, media or a related social or political science field.
  • In-depth knowledge and critical understanding of gender, migration, labour and human trafficking from a human rights perspective.
  • Superior written and oral communications skills and a high level of competence in English, with the ability to edit to an academic standard, as well as to write and edit in an accessible style for NGO constituents.
  • Three to five years of experience of writing about and advocating for human rights and workers rights’, especially rights of women migrant workers.
  • Experience in providing communication support to colleagues working on thematic projects, including editing their reports and helping them write blogs/op-eds and articles.
  • Experience in using various social media platforms for knowledge sharing and networking.
  • Knowledge of other languages, such as Spanish or Arabic, is an advantage.
  • Knowledge of the UN system is an advantage.
  • Linkage with relevant civil society organisations and social movements is an advantage.

The Job
This is an exciting full-time position within the team of ILGA. In consultation with the UN Programme and Advocacy Manager, the post holder will be responsible for ILGA’s work on the UN Universal Periodic Review (UPR).
Main tasks
  1. Support ILGA member organisations in submissions to and advocacy related to the UPR, both electronically and in person in Geneva.
  2. Work collaboratively with those other organisations working on LGBTI human rights within the UPR.
  3. Assist in advocacy and coordination at the UN Human Rights Council, including facilitating the drafting of statements, arranging awareness-raising side events, and supporting engagement in interactive dialogues and general debate.
Main Job requirements 
  1. Excellent knowledge of the UN System, especially in relation to the Universal Periodic Review and Human Rights Council, ideally accompanied by direct experience in working for a relevant government department, NGO or UN Agency.
  2. Knowledge of the international LGBTI movement and related human rights issues. First-hand experience in an LGBTI organization is highly desirable.
  3. Fluent English, both written and oral. Fluency in Spanish and French are also highly desirable. Other UN languages an asset.
  4. Availability for international travels related to the implementation of the programme.
Gross salary: The salary scale for the post is in the region CHF 60,000 - 66,000 (gross annual salary including holiday pay) depending on experience. The organisation offers 25 days annual leave, a contribution to lunch expenses, and covers local transport. Some relocation support to Geneva is also possible.

Duties and Responsibilities

  • Interns will be mentored and receive training to expand their knowledge of international development and gain skills and experience in USAID proposal development, program management, and project compliance and regulations.
  • Interns will have the opportunity to assist with the development of proposals for new business. This may include conducting background research and summaries of the relevant literature; assist and manage the recruitment of technical specialists and international consultants; identify local resource firms for partnerships on specific USAID proposals; and editing and formatting proposals.
