In brief, you will:
  •  Oversee programme managers in the GL programme areas (SAGPA, Media, Governance and Entrepreneurship, Gender Justice) and manage and develop key line managers in programmes, monitoring, evaluation and learning
  • Ensure a productive work force and strong team spirit
  • Promote smooth internal communication and coordination
  • Ensure state-of-the art financial and other systems and practices that enhance efficiency and effectiveness.
  • Represent GL in the media as required by initiating and attending interviews and other events with the media and submitting written articles to the newspapers and ensure an appropriate social media presence for GL.
  • Network with governments, donors and others to further the profile and aims of GL.
  • Raise sufficient funds for the work of the organisation, with timely submission of donor reports, regular communication and excellent relationships.
  • You will co-ordinate strategic programme planning and assist the CEO in initiating relevant Policies and Procedures and oversee the development of GL publications and the Gender Links News Service.

Essential Qualifications and Experience

  • A Masters Degree in Social Science Studies or other equivalent advanced degree in a related field.
  • Qualifications in gender studies or extensive experience in this area.
  • 10-15 years of significant management experience with at least five of these at a senior leadership level, ideally with a proven track record of managing cross-functionally.
  • A proven track record of raising funds from bilateral, multilateral and philanthropic organisations.
  • Knowledge of, and work experience in, the SADC region.

Senior Officer for Africa Engagement for Girls Not Brides

Girls Not Brides is recruiting a Senior Officer for Africa Engagement to expand the capacity of our Africa team. Girls Not Brides: The Global Partnership to End Child brings together civil society organisations from around the world. The Partnership now counts over 500 members across more than 70 countries, based throughout Africa, South Asia, the Middle East, Europe and the Americas. Members are united by a commitment to end child marriage and enable girls to fulfil their potential.

Girls Not Brides works to empower those seeking to end child marriage; to raise awareness of the harmful impact of the practice and the solutions to end it; and to call for urgent action by relevant stakeholders. Girls Not Brides was initiated by The Elders, a group of eminent global leaders brought together by Nelson Mandela to promote peace and human rights worldwide.

The successful candidate could either be based in the Girls Not Brides office in London or Dakar (Senegal) or, preferably, work remotely from Addis Ababa (Ethiopia) or Nairobi (Kenya). S/he will report to the Head of Africa Engagement, and play a central role in the development and implementation of strategies to further Girls Not Brides’ objectives in Africa. S/he will also contribute the broader strategic, programmatic and communications work of the Partnership and help achieve its overall objectives.


Main duties and responsibilities


Play a central role in Girls Not Brides’ work to inform, support and influence selected regional processes pertaining to child marriage in Africa:
  • Monitor, analyse and document developments pertaining to child marriage and related issues in Africa, as well as developments within selected continental and the sub-regional level processes and initiatives on child marriage, women’s rights and children’s rights in Africa
  • Develop and implement advocacy strategies and initiatives aiming at maintaining child marriage on the agenda of relevant regional processes and institutions
  • Help develop and strengthen the Girls Not Brides secretariat’s strategic partnerships with key regional institutions and initiatives focusing on child marriage
  • Promote and facilitate Girls Not Brides members’ effective and collaborative participation in relevant initiatives and processes on child marriage, including through capacity building initiatives.

Provide critical support to Girls Not Brides’ efforts to understand, stimulate and strengthen policy developments in selected focus countries in Africa:

  • Monitor, analyse and document policy developments and opportunities relating to child marriage in selected focus countries across Africa, including through regular liaison with Girls Not Brides members and National Partnerships and occasional trips to focus countries
  • Working closely with the Partnership team, provide critical support to strengthening the capacity of Girls Not Brides members, National Partnerships, and partner civil society networks to successfully take part in policy change in their countries
  • As relevant and appropriate, provide direct strategic and technical support to governmental and other initiatives on child marriage at the national level.

Contribute to developing Girls Not Brides’ presence in Africa:

  • Establish, maintain and strengthen Girls Not Brides’ working relationships with members organisations as well as key regional institutions, organisations, networks and UN agencies working on child marriage and related issues in Africa
  • Represent Girls Not Brides at external meetings and events related to child marriage in Africa, and speak on behalf of Girls Not Brides in the media, as required
  • Working with other teams within the secretariat, contribute to highlighting the work of Girls Not Brides members in Africa and ensuring that Africa members are able to engage meaningfully in the broader work of the Partnership.
Help inform Girls Not Brides’ strategic, learning and communications initiatives with knowledge of the regional context:
  • Coordinate the development and publication of Girls Not Brides’ Africa newsletter, and contribute to the development of other learning and communications resources (e.g. briefings, toolkits, reports, etc.)
  • Provide additional support for the development and implementation of global campaigns, advocacy efforts and other learning initiatives, as required.

We are looking for candidates with the following qualifications and skills:

  • Demonstrated experience of undertaking policy and advocacy work in Africa at the regional and/or national levels, preferably as part of civil society coalitions
  • Strong knowledge of international and African standards, institutions and processes relating to human rights, women’s rights and children’s rights
  • Sound understanding of the policy and advocacy dynamics around gender and/or development issues in Africa; an understanding of child marriage and of the key players in the women’s and children’s rights fields in Africa is desirable.
  • Strong analytical skills, ability to think strategically, with a keen eye for accuracy and detail
  • Experience with providing capacity building and/or technical support to civil society
  • Excellent writing and oral communication skills
  • Excellent organisational skills; ability to plan and organise work effectively, to meet tight deadlines and juggle multiple priorities
  • Strong interpersonal skills, and ability develop effective working relationships in a multicultural environment
  • Ability to work independently with minimal supervision, but also to maintain effective working relationships with colleagues based abroad
  • Ability to use discretion and maintain confidentiality
  • Excellent written and spoken English is essential; working proficiency in French is highly desirable
  • Proficiency in recent versions of Microsoft Office suite and use of databases
  • Willingness to travel to/from London and across Africa on a regular basis, and sometimes at short notice.

Practicalities


A competitive salary and benefits package will be offered to the successful candidate. We encourage applications from candidates from countries with a high prevalence of child marriage. Background


The African Natural Resources Center (ANRC) was established with the long term goal to improve development outcomes from the management of renewable (fisheries, forestry, land and water) and non-renewable (oil, gas and minerals) resources in Africa through effective public and private sector governance and institutional frameworks.

The desired outcomes of the implementation of ANRC interventions are to contribute to inclusive growth through good governance, poverty reduction, mitigation of potentially adverse physical and social environmental impacts, protection of renewable resources, sound revenue management, integration of projects into domestic economies and equitable resources access.

The scope of Centre’s work is underpinned by the following pillars (core functions):


• Advisory services and technical assistance to RMCs

• Capacity building of Natural Resource Management (NRM) institutions

• Knowledge generation on NRM

• Advocacy of sustainable development of African Natural Resources.

Rationale


The African Development Bank has launched its Gender Strategy (2014-2018) Investing in Gender Equality for Africa’s Transformation, whose objective is to operationalise the Bank’s commitment to gender equality as espoused in the Bank’s Ten-Year Strategy 2013-2022. The gender strategy guides the Bank to effectively integrate gender equality into its operations and promote gender equality in Africa.

In implementing its work programme, ANRC aims at mainstreaming gender in all stages of its interventions. This should integrate the three pillars of the gender strategy, namely: i) Legal status and property rights; ii) Economic empowerment; iii) Knowledge management and capacity building.

Gender mainstreaming in the Center’s interventions is expected to contribute to inclusive growth and social progress by broadening opportunities for women and men to participate equally in, and benefit from, the wealth generated by natural resources.

Purpose


The purpose this assignment is to develop practical approaches for gender mainstreaming in the sectors covered by ANRC. This is done by:
  • Advise ANRC team on how to address gender gaps and promote evidence-based decision making in interventions and knowledge tools and products
  • Sharing of best practice, trends, knowledge and lessons learned in ANRC and with clients and partners
  • develop core sector indicators to allow results tracking and outcome delivery for each of the sub-sectors covered by the Center (fisheries, forestry, land, water, oil, gas and minerals); 
  • organise training for task managers to sensitise them on gender issues in their respective sectors and on the use of the toolkits

Methodology


The consultants will undertake research on good practices in mainstreaming gender in natural resources management. She/He will utilize mainly secondary data to inform approaches, indicators and toolkits. This will include knowledge and good practices in natural resources management of existing documents and reports from the Bank, other MDBs, as well as other institutions working on these sectors.

The consultant will also conduct discussions and possibly interviews with sector specialists in the Bank to gain a better understanding of the nature of interventions and knowledge products to be delivered.

She/He shall liaise with the Bank’s gender specialist and the office of the Special Envoy on Gender for guidance on Bank’s overall approaches to gender mainstreaming.

Expected Outcomes


The expected outcomes of the consultant’s work are:
ANRC experts enhanced understanding of mainstreaming of gender in interventions.
ANRC experts strengthened capacity to apply gender mainstreaming concepts in all stages of interventions cycle.

Supervision


The Consultant will work independently, under the supervision of ANRC Director

About the Women's Legal Centre
The Women’s Legal Centre is an independently funded law centre, which conducts public interest and constitutional gender litigation WLC in partnership with the Sex Worker Education and Advocacy Taskforce (SWEAT) and Sisonke (Sex Workers Movement). The partnership collaborates jointly on a project titled, “every sex worker a human rights defender project”. The project is aimed at educating sex workers on their legal rights and remedies, advocacy for the decriminalisation of sex work, strategic impact litigation, legal advice and legal representation. The Center seeks a Senior Regional Legal Adviser for Africa who will work closely with the Senior Legal Adviser for Africa, as well as the Legal Fellow for Africa based in New York, to support and build the work of the Africa Regional Program, and will report to the Regional Director for Africa.

Responsibilities:

The Senior Regional Legal Adviser for African’s primary job responsibilities include, but are not limited to:


  • Support program strategy on litigation, including identifying potential strategic cases at the national, regional and international levels in collaboration with partner organizations; researching and writing pleadings, legal memoranda, amicus curiae, submissions to regional human rights bodies, UN submissions, and case briefs on comparative and international human rights law; and identifying claims for use in national, regional, and/or international fora.
  • Monitor compliance with international obligations relating to reproductive rights and jurisprudential developments.
  • Design and implement advocacy strategies to support potential or existing litigation.
  • Contribute to the development of advocacy materials and other Center publications.
  • Support the development and implementation of a capacity-building strategy on initiatives to advance reproductive rights in the region.
  • Undertake fact-finding missions to document and expose human rights violations.
  • Develop and maintain relationships with local and regional NGOs and key stakeholders.
  • Cultivate pro bono partnerships and develop projects with law firms, law associations, and law schools in the region to leverage the Center’s work.
  • Represent the Center externally on matters related to reproductive rights in the region through public speaking and interaction with the media.

Qualifications:

Menstrual Health Education Programme Developer with Irise in Uganda

This is a unique opportunity for an experienced young professional to contribute to work on a neglected women’s rights issue and to the growth of a small organisation. They will work in close collaboration with like-minded individuals in Uganda and play an active role in shaping the future of Irise. They must be passionate about the empowerment of women and excited about the challenges of working in a start-up.

Background:

Irise is a fast growing organisation dedicated to addressing inadequate Menstrual Hygiene Management (MHM), an issue identified by marginalised women and girls as a driver of gender inequality and disempowerment through an insidious impact on their ability to engage in education and make good decisions about their reproductive health. We found that 74% of girls in rural Uganda believe that period pain is a sign of illness and 43% believe it is harmful to run or dance during their period.

We believe that menstruation and puberty are the first steps in a girl's sexual and reproductive life and that access to information and support during this important period can give her the confidence to make choices about her own body throughout her life. We also aim to work with men and boys to help them understand and respect women's bodies.

Through creating a safe space to talk about menstruation we can address the systemic misinformation surrounding women's menstrual and reproductive health, ranging from doctor's advising that sex can cure period pain to the idea that menstruating women are dirty and can contaminate others and fears that hormonal contraceptives can cause deformed babies. We also break the silence surrounding other taboo issues and begin important dialogues about gender roles and girls’ rights.

We work to develop and deliver creative menstrual health education (MHE) that other organisations can integrate into their existing work. Our progress towards this goal is summarised below. 

  • Over 1,000 East African girls are given the opportunity to ask anonymous questions about menstruation and a Menstrual Health Education Resource designed to answer these questions is developed and piloted in Kisumu, Kenya. 
  • Baseline Data on girls’ knowledge on menstruation in Uganda reveals serious knowledge deficits. A tool for monitoring knowledge of menstruation is validated in Uganda.
  • A programme attempting to engage medical students and local people in delivery of menstrual health education concludes that misinformation is systemic and that taboos and myths mean that more than factual information is needed.
  • Irise launches a Menstrual Hygiene Toolkit which includes an updated Menstrual Health Education Resource. To date it has been shared with over 30 organisations and used in Nepal and Bolivia. 
  • Two Irise trustees collaborate with Theatre for a Change to learn about their participatory teaching methods which have a good track record at achieving attitude and behaviour change around HIV/AIDs. 
  • These teaching methods are applied to menstruation and piloted in Uganda. Preliminary data suggests that the teaching improves girls’ knowledge. Resources for training educators and teachers and delivering participatory teaching in schools and the community are developed.
  • The teaching is delivered in schools as part of a research study to establish the effect of a Menstrual Hygiene Programme on school girls’ absenteeism.
  • Irise develops a Menstrual Hygiene superhero cartoon to be shared with schools around Menstrual Hygiene Day 2015.

Role Description:

The individual will build on the existing work and experience of Irise International to develop a train the trainer course and other creative resources to support the delivery of menstrual health education in East Africa. The materials will be developed and piloted through our programme in Jinja and then promoted more widely so that other organisations can integrate them into their work.

The individual will help to establish a train the trainer programme and work in close collaboration with the our social enterprise Irise Uganda Ltd to ensure that communities receiving Easy Pads (reusable pads) are also able to access the information they need. They will work closely with the Menstrual Health Education Trainer based in our Jinja office as well as training and supporting other trainers and organisations.

Responsibilities:
Developing materials for a Train the Trainers course
Developing the content for other supplementary resources (e.g: resources for girls groups, men and boys and mother and daughter sessions in schools, interactive online resources and posters.)
Collaborating with a graphic designer to develop colourful and creative resources
Writing funding applications to support the running and expansion of the programme
Manage and train the Jinja office based MHE Trainer to help and support this work and encourage them to take increasing levels of responsibility for the programme
Deliver training and workshops to other organisations in collaboration with the MHE Trainer and the social enterprise
Train and support regional trainers to deliver MHE training to organisations in their areas
Collaborate with the Business and Sales Manager of Irise Uganda Ltd to ensure the education and product provision complement one another
Ensure relevant Monitoring and Evaluation data is collected by the team and from other organisations engaged in training.

Person Specification:

  • Initiate and coordinate necessary research to inform policy influencing and programming in Gender Equality and Women’s Human rights focusing on areas of FEMNET Strategic plan Maintain effective networks with FEMNET’s constituencies on advocacy issues that support African women’s development and empowerment, gender equality and the promotion of women’s human rights at national, regional and international levels;

  • Coordinating and facilitating the advocacy and lobbying activities at the AU, UN and national Government levels working with FEMNET members, other stakeholders and partners.
  • Liaising with the Communication Programme to sustain communication with FEMNET’s constituencies on the developments within the advocacy programme;
  • Working closely with the Executive Director and Program Manager to mobilize resources for the Advocacy Programme;
  • Facilitating the timely reporting of the implementation of the Advocacy Programming on a quarterly and annual basis, donor reports and as may be otherwise required by the Executive Director or the Program Manager;
  • Manage and provide guidance to the staff, volunteers and interns under the Advocacy programme
  • Advising the Executive Director as to any needs relating to the Advocacy Programme.
  • Represent FEMNET in strategic meetings/forums that provide opportunity to advance FEMNET’s mission. 

Skills and competencies
  • Be a masters degree holder in Social Sciences, Gender and Development, Law, or any other relevant degree
  • Have at least 5 years of relevant work experience at regional, sub- regional and international level

Knowledge Building Programme Officer, Musawah Secretariat in Morocco

Musawah is a global movement for equality and justice in the Muslim family that advances human rights for women in Muslim contexts in both their public and private lives.

We act to grow the movement, build knowledge and advocate for change in discriminatory laws and practices. We use a framework grounded in Islamic teachings, human rights, constitutional guarantees and the lived realities of women and men. Musawah was launched in February 2009 at a Global Meeting in Kuala Lumpur, Malaysia, that was attended by over 250 women and men from some 50 countries of Africa, Asia, Europe, the Middle East, North America and the Pacific.

Musawah is in the process of completing a long-term, multi-faceted Knowledge Building Initiative on Qiwamah and Wilayah. This initiative resulted in the book Men in Charge? Rethinking Authority in Muslim Legal Tradition (Oneworld, 2015). It also facilitated the documentation of life stories of 58 women from 10 countries through the work of teams of Musawah Advocates involved in the Global Life Stories Project.

The Knowledge Building Programme Officer will help develop the final outputs from this qiwamah and wilayah initiative, and will coordinate the next phase of Musawah’s knowledge building activities focusing on building egalitarian jurisprudence on Muslim marriage. This is a unique opportunity to work with scholars and activists in an empowering, democratic process of producing and sharing knowledge related to women’s rights in Islam.

Musawah Knowledge Building Principles:

Musawah is a knowledge building movement, facilitating access to existing knowledge and creating new knowledge about women’s rights in Islam. We seek to apply feminist and rights-based lenses in understanding and searching for equality and justice within Muslim legal tradition. Such lenses help reveal the tension between the egalitarian and hierarchical voices in the tradition. This allows the emergence of women’s voices, which were for so long silenced in the production of religious knowledge, so that women’s concerns and interests can be reflected.

Musawah’s overall knowledge building objective is to build and share knowledge to support equality and justice in the Muslim family, using a holistic approach that combines Muslim jurisprudence, international human rights standards, national laws and constitutional guarantees of equality and non-discrimination, and the lived realities of women and men.

We believe that the production and sharing of knowledge should be participatory, recognise non-traditional forms of expertise, and begin from contexts rather than texts. In this way, the knowledge produced will be grounded in the lived realities of women and men, with such realities informing the approach to the issues and the questions being asked.

Job Description:


The Musawah Knowledge Building Programme Officer coordinates the activities of the Knowledge Building Working Group and collaborates with the Capacity Building, International Advocacy, and Communications Programme Officers and Working Groups to ensure the knowledge built is being shared widely.

The Knowledge Building Programme Officer works closely with the Musawah Knowledge Building Working Group to coordinate and implement programme planning and activities. She reports directly to the Musawah Coordinator in Rabat, Morocco, and the Convenor of the Working Group.

Responsibilities:

Programme Planning and Implementation
  • Work with Knowledge Building Working Group and members of the Secretariat in initiating, conceptualising and planning programmes and activities, in line with the Musawah Strategic Direction.
  • Coordinate the effective implementation of all knowledge building activities, including:
    • Facilitate the conceptualisation of a new knowledge building initiative that builds on ideas and insights arising from previous Musawah projects and on the centuries of effort by women around the world to promote and protect equality and justice in the family and in society;
    • Lead the implementation of this knowledge building initiative;
    • Ensure Musawah knowledge building principles are reflected in all aspects of the project work; 
    • Work closely with the Knowledge Building Working Group and scholars and activists commissioned to contribute to specific areas of the initiative such as writing background papers, conducting participatory research, and commenting on ideas and documents;
    • Organise workshops and meetings, including developing participant lists, drafting agendas to ensure strong participation from diverse participants, overseeing logistics, ensuring adequate documentation, and developing outputs and/or incorporating ideas and information into broader initiative outputs.
    • Ensure that documents are researched, drafted, consolidated, edited, and proofread so they convey complex ideas in simple, accessible ways. 
    • Facilitate and document regular Knowledge Building Working Group meetings (virtual and in-person) and maintain regular communications with the Working Group Convenor and members. 

Contributions to the Secretariat and movement

  • Work closely with the other Musawah programme officers and regularly participate in Secretariat, IAG and Steering Committee meetings (virtual and in-person) in order to share knowledge building activities and perspectives so they cross-fertilize with other Musawah areas of work.
  • Represent Musawah at various national, regional and international meetings to share knowledge building activities and ideas.
  • Contribute to the needs of the Secretariat and assist other Secretariat members in preparation for events and activities.

Fundraising
  • Develop fundraising proposals for knowledge building activities with support from the Coordinator, Resource Mobilization Working Group, and Steering Committee.
  • Prepare narrative reports related to knowledge building activities for donors.

Knowledge, Skills and Experience:

The small team working with the Musawah Secretariat are not so much ‘staff’ as activists and professionals who are deeply committed to Musawah’s principles and who work together to advance Musawah. They are therefore expected to be mainly self-managing and self-motivated, contributing effectively to Musawah.

As Musawah addresses equality and justice in the Muslim family, the majority of those leading Musawah and the majority of those working in the Secretariat are expected to have personal experience of Muslim family laws or practices.

The Knowledge Building Programme Officer should be able to meet some or all of the following:

  • Extensive knowledge and/or research experience in issues related to women, gender and Islam.
  • Passionate belief in the vision, mission and objectives of Musawah.
  • Strong interpersonal skills and the ability to work effectively in collaboration with diverse groups of people and lead virtual teams.

The internship will support CPAR’s Women-Led Community Food Security and Nutrition initiative. This initiative targets women farmers within their gender-balanced or all-women Farmer Field School groups for practical, hands-on discovery learning with the goal of improving agronomic practices and agricultural production.

This internship will aim to identify the training needs of project staff through a training needs assessment. The internship will also support review and revision of training modules and assist in the development of new training materials as needed.

Internship Description

Working under the supervision of the Country Program Manager, the Program Support Officer is primarily responsible for assisting with reporting, research and administrative duties related to grants, partnerships and collaborations. The Program Support Officer will:
  • Conduct research related to program development, contextual analysis and identifying potential sources of funding
  • Support country office with report writing and project monitoring including compiling and editing reports, and liaising with CPAR’s office in Canada

Founded in 1933, the International Rescue Committee is a prominent international organization working in relief, rehabilitation, protection, post-conflict development, resettlement services and advocacy for those uprooted or affected by violent conflict and oppression.
The International Rescue Committee is in discussions to run a 24 (40)-bed, Ebola Isolation Unit (IU) in Bo, Sierra Leone. The Unit will be a high-capacity, isolated unit which will require the oversight of 87 staff including 7 international staff, over a period of 3 months. Given the magnitude of the need, the plan is to set up the Unit immediately. Staff safety is an absolute priority and strict adherence to infection control procedures with be undertaken to protect staff. Given the demanding nature of the work, staff will have ample rest time.
SCOPE OF WORK/RESPONSIBILITIES
  • Supply Chain Management
    • Responsible for logistics/supply planning through coordination with the government Central Medical Store, District Medical Store, the IRC Country Office and other supply chain partners.
    • Coordinate receiving, transportation, storage and distribution of medical supplies and equipment, specifically PPEs body bags and other Ebola essential items.
    • Monitor and assess supply operations and control mechanisms and advise on appropriate actions to take.
    • Develop and implement system to ensure a one-month buffer stock of critical supplies
    • Inform IRC IU clinical, and other country program staff of slow and fast moving inventory, upcoming distributions or deliveries, incoming materials and quality issues to ensure maximum use of available transportation, storage space, manpower and other resources
    • Communicate and report quality issues with respect to supplies and/or service agreements.
  • Fleet Management
    • Assess vehicle needs and provide recommendations on improving vehicle services.
    • Manage isolation unit drivers and vehicle usage
    • Develop simple dispatch system to track movement of ambulances to and from the isolation unit.
  • Procurement
    • Identify additional local, national, and international vendors in compliance with IRC policies.
    • Conduct procurement of supplies and equipment unavailable through the MoHS medical stores.
  • Asset Management
    • Ensure that all assets and property are properly managed in accordance with IRC policies.

BACKGROUND
 
The IRC is one of the leading providers of high quality programming in both conflict and post-conflict settings. In order to advance its mission of serving communities impacted by conflict and displacement, the IRC is committed to developing innovative, context-specific programs in response to strategic funding opportunities with a range of government and multilateral donors. This business development is led by the IRC's Business Development Unit (BDU) in close collaboration with Regional and Country management structures, the IRC's Technical Units and a range of headquarter specialists based in the USA and Europe.

SCOPE OF WORK
 
The Program Development Director-Africa, working in close coordination with the Senior Director-Business Development, Regional Units, Country Offices and senior staff in IRC's headquarter offices, will be responsible for building relationships with key donors and monitoring, managing and coordinating IRC's response to strategic funding opportunities with such government and multilateral bodies such as the World Bank, USAID, and UN agencies in key IRC country programs throughout Africa. The incumbent will be responsible for influencing donor strategies and raising awareness of IRC as a key post-conflict actor.

While the post's geographic remit is the ensemble of IRC's programs in Africa, the Program Development Director-Africa will focus attention and effort on a subset of key strategic countries.   • Represent IRC and liaise with donor agencies and partners, in relevant countries and at their headquarters, for intelligence gathering purposes and to influence funding policies;
  • Work with the BDU's Program Manager to maintain proposal development information;
  • Interview prospective team leader/proposal writer consultants for relevant rosters;
  • Other responsibilities as assigned by the Senior Director- Business Development.
Country-Specific Program Development
  • Strategy
  • Support country offices in developing business plans which support their overall program strategies (Country Program Strategic Plans and Country Sector Strategies);
  • Assist country offices to improve donor mapping and enhance intelligence gathering efforts to support strategic planning and program design;
  • Program Development
  • Assist country and regional teams to design innovative program approaches to implement their country strategies;
  • Manage responses to strategic funding opportunities, including serving (depending on the context) as proposal team leader, writer, primary negotiator with prospective partner agencies, coordinator with technical, regional and headquarter support teams, etc;
  • Review competitive proposals for adherence to all solicitation requirements;
  • Facilitate post-submission processes up to and including award negotiations;
  • Facilitate institutional learning around both successful and failed funding submissions;
  • Other responsibilities as assigned by the Senior Director- Business Development.
REQUIREMENTS
  • Bachelors Degree plus advanced degree in international development, political science, or other related field;
  • Minimum 7 years progressive experience with a special focus on proposal development and donor negotiation;
  • Previous experience with public funding;
  • Excellent communication and interpersonal skills, including superior writing skills;
  • Proven management skills and ability to negotiate effectively with donors and partner agencies;
  • Solid organizational skills: the ability to work productively and accurately while under pressure in a fast-paced, demanding environment;
  • Ability to work in a team environment and independently;
  • Ability to meet unexpected demands and remain flexible;
  • Ability to multi-task and prioritize effectively;
  • Ability to travel, at times with minimum notice and for prolonged periods of time.

ABOUT THE ENGAGEMENT

We have been engaged by a major US foundation to develop a strategy for how our client, two other major donors, and the Government of Niger can increase women's informed demand for contraceptives in Niger.

The impetus for this engagement is the recent increase in fertility rate in Niger. A preliminary 2012 Demographic and Health Survey (DHS) was recently released, finding that Niger's fertility rate is the highest in the world and has increased since 2006, from 7.1 to 7.6 children per woman.[1] Moreover, the 2006 DHS found that Nigerien men and women's ideal number of children was higher than this fertility rate, at 11.0 children for men and 8.8 children for women.[2]

These findings—and the increased fertility finding in particular—appear to have galvanized the MOH and non-governmental actors in Niger to take decisive action to increase contraceptive use in Niger. The engagement will involve two phases, a qualitative customer research phase to be run this fall, and a quantitative customer research and market analysis phase to be run in spring 2014.

This project is an exciting opportunity to contribute to markedly improved health outcomes in Niger. Aside from the Demographic and Health Survey results available every 5 years in Niger, there has been very little research published about why women do or do not use contraception. Consequently, there have been few large scale data-driven approaches to addressing family planning issues in Niger.

THE ROLE

We are seeking a reproductive health expert with significant family planning experience in francophone West Africa to serve as an advisor to this project. The advisor will provide input to our general understanding of family planning dynamics in Niger, and West Africa more broadly and to our primary customer research instruments and methodology. He or she will also provide input to the development of our conclusions and strategic recommendations. Approximately 2 – 4 weeks' of the health expert's time will be required from October 2013 – May 2014.

REQUIREMENTS

The reproductive health expert will ideally be a global leader in that field, and will be able to contribute thoughtfully to this important project's research focus and conclusions. He or she will have significant expertise in the behavioral determinants of reproductive health and family planning choices. In addition to leadership in his or her field, the individual will have significant experience working on family planning in francophone Africa. Fluent or near fluent French is strongly preferred, but not required.
