BACKGROUND
The IRC responded to the earthquake of January 12, 2010, with a focus on the immediate needs of the affected and displaced population in and around Port-Au-Prince. The program has since transitioned from an emergency response to a country program with the overall objective of accompanying Haiti towards its development. The IRC will maintain the capacity to respond to emergencies, namely in the hurricane season. The current program sectors in Haiti are: gender-based violence, protection, child and youth protection and development, and environmental health. The IRC Haiti Country Office is based in Port-au-Prince.
SCOPE OF WORK
The Senior Grants Manager will work closely with the Haiti Country Director, while supporting the three programs and finance unit. They will work with the grants units based in IRC's two headquarters offices in New York and London. This position will contribute to identifying new funding sources, support proposal development, channel new program opportunities, ensuring donor and internal compliance procedures, and donor reporting.
RESPONSIBILITIES
The Senior Grants Manager's work will be divided into 7 areas of work: Visibility/Fund Development, Proposals, Reporting, Compliance/Donor, communications, capacity building and Administrative/Other. The percentages of time and effort presented are meant to be approximate and cumulative. Over the short-term, these will vary based on factors such as proposal deadlines.
  • Visibility/Fund Development :
    • Support the Country Director in donor representation or other relevant meetings at the national level, with an emphasis on European donor-led meetings.
    • Ensure IRC presence at both formal and informal NGO networking opportunities.
    • Support the Country Director to aggressively seek funding opportunities on the national level, in conjunction with headquarters level (regional unit and technical units).
    • On a quarterly basis, liaise with the IRC NY external relations team to create a calendar of IRC and external media stories highlighting IRC Haiti's successes.
    • On a regular basis, submit communications/media stories to IRC NY and IRC UK's external relations teams (1x/month for a long-form story suitable for the IRC blog or external media; 1x/week for a short-form story suitable for Facebook, Twitter, or Instagram).
    • Create communications documents for use in-country and outside Haiti that highlight IRC Haiti's accomplishments as a whole, in specific sectors, and in specific projects.
  • Proposals :
    • Coordinate the development of proposals for new projects by working with program staff and ensuring proper review at the HQ level.
    • Review budgets, write budget narratives, edit proposals, and ensure proper OTIS procedures are followed.
    • Monitor and support the use of management tools such as FM01, Budget vs. Actual (BVA), purchasing, retro planning of activities for the proper monitoring and the successful implementation of programs and early warning in case of obstacles or challenges;
    • Liaise with NY and UK grant units in order to ensure proposals meet internal standards, apply IRC Program Framework principles and are donor compliant
    • Participate in all internal program strategy meetings with senior management team
    • Participate in meetings with in-country donor representatives to discuss ongoing and future programs
  • Reporting :
    • Review all narrative reports before submission to the donor.
    • Ensure that reports to donors are submitted on time; that reports are coherent and accurate (quarterly, interim or final reports);
    • Play a key role in Grant Opening and Closing meetings, as well as monthly/regular grants management meetings which include representation from each unit (finance, programs, logistics) and ensure proper follow up of issues raised;
    • Provide final proofreading for all English-language narrative reports
  • Donor Compliance :
    • Act as focal point with donors in-country on grants management issues for ongoing, past, and potential future projects.
    • Act as focal point with consortiums of which IRC Haiti is a member.
    • Review donor agreements and coordinate their review with the relevant IRC HQ office.
    • Ensure that grants are implemented in compliance with IRC and relevant donor regulations
    • Maintain and update all hard- and soft-copy grant files related to proposals.
    • Ensure that partnership and sub-grant related administrative processes and procedures are consistently implemented throughout the program, including pre-award compliance checks, agreements, and disbursements and reporting.
  • Communication and Information management:
    • Provide briefing papers and support development of external communication tools as relevant for donor visits/meetings on IRC Haiti as a whole and IRC Haiti programs in particular
    • To distribute and share with all IRC staff all documentation (grant proposals, reports, budget etc) related to their specific programs.
    • To act as an information resource on Haiti. In connection with the Country Director, be able to provide informative and varied articles from several sources regarding the current political, socio-economic situation in the country
    • Attend inter cluster/sector and other coordinators meeting on request of the Country Director or Program Coordinator.
  • Training and capacity building:
    • To offer training and capacity building of all IRC and local partners staff on program reporting and IRC program specific documents
    • Support the technical and professional development of the Grants Officer
    • Ensure that all staff are aware of and integrate the IRC program framework into all programs
    • Keep informed on monitoring and evaluation techniques and support tools which can be shared with program staff; work closely with the DME manager and Technical Coordinators.
  • Administrative/Other :
    • Act as main point of contact for New York and UK offices, ensuring HQ staff are kept abreast of important issues affecting the country program's portfolio.
    • Supervise the work of the Grants Officer and ensure that he/she has opportunities to grow in his/her role and take on progressive responsibility.
    • Ensure temporary coverage for the Grants Officer role when he/she is out of the office.
REQUIREMENTS
  • BA/BS/University degree and Master's in international affairs or related subject
  • At least two year experience working in relief or development programs
  • Previous successful experience developing projects and writing proposals for public donors
  • Excellent English written and verbal communications skills and advanced proficiency in French; Fluency in French is a distinct advantage
  • Working knowledge of budget development and management
  • Ability to work in unstable security environments
  • Experience working with international donors in particular UN, US government, and European donors

BACKGROUND
IRC began working in South Sudan in 1989. South Sudan declared independence in July 2011 following decades of brutal civil war rooted in disputes over religion, ethnicity, resources, governance and self-determination. The security situation remains fragile and testing operational challenges abound. IRC-South Sudan operates a country office in Juba, field offices in Lakes, Unity, Northern Bahr el Ghazal and Eastern Equatoria states. Currently, IRC South Sudan implements programs in primary health care, community case management, environmental health, women's protection and empowerment, protection and access to justice and livelihoods.
JOB OVERVIEW
The Psycho-Social Support (PSS) Trainer will report to the Protection Manager and will be responsible for training all associated IRC staff in psycho-social support methodology. He/she is also responsible for creating curriculum/work plan for psycho-social groups including youth, women and girls groups and co-leading them during the initial meetings.
MAJOR RESPONSIBILITIES
  • Program Support
    • Create PSS training curriculum for internal IRC staff
    • Conduct training on PSS methodologies to required IRC staff
    • Create a contextualized curriculum for 12 week youth program
    • Co-lead up to 7 one hour PSS group sessions per week
    • Track attendance and trends across all groups to inform a final report
    • Participate in coordination meetings as requested by Protection Manager
    • Perform any other duties as requested by the Protection Manager
JOB REQUIREMENTS
  • Masters degree in appropriate field or in international law, human rights law, international relations, social sciences,
  • At least 3 years professional technical experience, including 2 years implementing similar programs in emergency and conflict contexts;
  • Demonstrated experience in capacity building, training and curriculum development
  • Strong understanding of protection principles and likely protection concerns arising in the South Sudan context as well as conflict sensitivity
  • Experience in working with and coordinating with the UN, donors, INGOs and other stakeholders

WORK ENVIRONMENT
  • Security level orange. The situation in Juba is calm at the moment but remains tense and unpredictable; concerns include criminality, presence of armed troops, and looting. There is active conflict in many parts of the country and a possibility for further expansion of the conflict and violence into other areas and other states.
  • Lodging in Juba is in a private bedroom, with en suite bathroom, in a shared IRC guesthouse. In field sites, accommodation ranges from tents to traditional huts to permanent structures. Field compounds have latrines and showers. All IRC sites have electricity and internet at least several hours per day. Food is the individual's responsibility.
  • The IRC and IRC workers must adhere to the values and principles outlined in IRC Way - Standards for Professional Conduct. These are Integrity, Service, and Accountability. The Unit will be a high-capacity, isolated unit which will require the oversight of 87 staff including 7 international staff, over a period of 3 months. SCOPE OF WORK/RESPONSIBILITIES
  • Supply Chain Management
    • Responsible for logistics/supply planning through coordination with the government Central Medical Store, District Medical Store, the IRC Country Office and other supply chain partners.
    • Coordinate receiving, transportation, storage and distribution of medical supplies and equipment, specifically PPEs body bags and other Ebola essential items.
    • Monitor and assess supply operations and control mechanisms and advise on appropriate actions to take.
    • Develop and implement system to ensure a one-month buffer stock of critical supplies
    • Inform IRC IU clinical, and other country program staff of slow and fast moving inventory, upcoming distributions or deliveries, incoming materials and quality issues to ensure maximum use of available transportation, storage space, manpower and other resources
    • Communicate and report quality issues with respect to supplies and/or service agreements.
  • Fleet Management
    • Assess vehicle needs and provide recommendations on improving vehicle services.
    • Manage isolation unit drivers and vehicle usage
    • Develop simple dispatch system to track movement of ambulances to and from the isolation unit.
  • Procurement
    • Identify additional local, national, and international vendors in compliance with IRC policies.
    • Conduct procurement of supplies and equipment unavailable through the MoHS medical stores.
  • Asset Management
    • Ensure that all assets and property are properly managed in accordance with IRC policies.
    • Ensure proper tracking of all IRC assets movement and issuance, including continuous maintenance and update of program assets listing for review by the Senior Supply Chain Manager.
    • Make recommendations on asset disposal and replenishment.
  • Security and Safety Duties
    • Monitor the security situation in and around Bo and continuously update long-term security plans for IRC Bo compounds.
    • Provide assistance and oversight with regards to security procedures.
    • Orient new and continuing staff on security related issues.
  • Compliance
    • Maintain and implement the IRC standard procurement policies and procedures
    • Ensure that a transparent and responsive procurement process is implemented and maintained.
    • Identify potential vendors and establish an accountable and transparent system of business by strictly following IRC vendor relationship as indicated in procurement policies.
    • Ensure that compliance with policies is documented through systematic and random verifications of policy implementation and Supply Chain records, based on a schedule agreed with the DDO
    • Promptly inform the DDO /CD of any areas of concern of potential or suspected violations of policies and procedures
    • Ensure there is no negative audit observations/findings related to Supply Chain. If required corrective actions plans are developed & implemented to address audit findings
  • Staff Supervision & Development
    • Recruit, train, and manage logistics staff.
    • Directly supervise 3-5 logistics staff
    • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
    • Overall responsible for logistics staff work plans, work and vacation schedules, and staff training/development activities
  • Coordination & Representation
    • Develops and maintains effective coordination and long-term relationships with external stakeholders, representing IRC positions, promoting long-term strategy and resolving problems/conflicts
    • Work closely and coordinate with IRC clinical IU, finance and grant staff to ensure timely program activities and expenditures.
    • Represents IRC in District EOC Logistics pillar meetings.
  • Program Development
    • Advise on supply/logistics requirements for possible development of additional isolation/treatment centers.
  • Professional Standards
    • All IRC staff are required to adhere to THE IRC Way Standards for Professional Conduct and the IRC country employment policies.
REQUIREMENTS
The ideal candidate will have:
  • University degree in Supply chain Management, Logistics, Business Management or related field.
  • At least 3 years progressive management and leadership experience, including in health-related emergency supply chain management.
  • Experience in Africa essential, preferably in West Africa and experience in Sierra Leone a strong advantage

The Isolation Unit Nurse will will be responsible for management and coordination duties for all aspects of the Ebola Isolation Unit and triage unit at Bo Government Hospital.
Under the direct supervision of the Health Coordinator (Ebola Case Management Coordinator) the responsibilities of the Isolation Unit Nurse will be to:
  • Assuming responsibility for overall clinical care at the IU. Ensure provision of appropriate medical care to all patients in isolation wards
  • Supervise national staff to provide direct patient care and rehydration, monitoring of patients, observations for symptoms for physician rounding, nutritional support, patient bathing and appropriate and caring communication with the patients
  • Maintain shifts and working schedules
  • Evaluations and performance maintenance
  • Communicate to HC any training needs or deficits of personnel
  • Provide training in infection control practices for national staff (nurses)
  • Ensuring that clinical management and infection prevention and control procedures are being applied by clinical staff according to a strict protocol

The Environmental Health Coordinator will lead the hygiene, sanitation and waste management operations in the IU and in any other Case Management Unit that IRC could potentially open further. The responsibilities include:
  • Assuming responsibility for overall water, hygiene, sanitation and waste management at the IUs
    • Ensure hygiene and sanitation facilities meet standards; lead on upgrading facilities as needed
    • The hiring and training of EH national staff in SL
    • Setup of waste management facilities
    • Implementing and oversight of strict protocols with the EH team for infection prevention and control and waste management
    • Coordination with the Supply Chain Coordinator to predict and respond to needs for infection prevention and control materials
    • Liaising with key treatment partners (WHO, MSF, MOH, CDC, etc.) to ensure proper coordination and to apply best practices
    • This position will enter the wet area of the IU
  • Staff Supervision & Development
    • Directly supervise Program Managers and program team ( 10 – 15 people )
    • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
    • Overall responsible for staff work plans, work and vacation schedules, and staff training/development activities

    • Development/ maintenance of effective and efficient oversight, support, quality control and reporting systems and processes.
    • Ensure regular field monitoring and modifications as required.
    • Ensure IRC and donor reports as per set schedules (monthly, quarterly and annually) on grant activities, indicators and achievements are produced in quality.
  • Coordination & Representation
    • Develops and maintains effective coordination and long-term relationships with external stakeholders, representing IRC positions, promoting long-term strategy and resolving problems/conflicts
    • Work closely and coordinates with IRC logistics, finance and grant staff to ensure timely and complaint program activities and expenditures; including active participation in grant opening/closing and review meetings
    • Represents IRC in external WASH forums and is the key WASH focal point in the WASH cluster.
  • Program Development
    • Contributes to, development of country strategic direction and plans
    • Leads sector specific strategy development and technical proposal design
  • Other
    • Consistently and proactively monitor/assess the safety and security of the team; promptly reporting concerns or incidents to IRC management and liaising with community leaders and other external parties as required to maintain/enhance the security environment for IRC programs

  • Professional Standards

REQUIREMENTS
The ideal candidate will have an engineering or environmental health background and experience on water and sanitation for health facilities such as cholera treatment centers and disease-specific treatment units. "Highly desired criteria" include previous work in an isolation centre, highly contagious area or Level 4 biosafety area, experience working on viral hemorrhagic fevers (Ebola, Lassa, Marburg, etc.) and knowledge of infection control and prevention.
  • MA/S or equivalent in Civil, Environmental Engineering or Public Health (MPH) degrees, with Water and Sanitation specialization preferred.
  • Minimum of 5 years related program management experience in a development setting; direct services experience and previous work in Environmental Health/WASH programming preferred.
  • Experience in Africa essential, preferably in West Africa and experience in Sierra Leone a strong advantage

SCOPE OF WORK/RESPONSIBILITIES
Under the direct supervision of the EH Coordinator, the Environmental Health Specialist will lead the hygiene, sanitation and waste management operations in the IU and in any other Case Management Unit that IRC could potentially open further. The responsibilities include:
  • Ensuring correct strict process and protocols for overall water, hygiene, sanitation and waste management at the IUs.
    • Ensure hygiene and sanitation facilities meet standards; lead on upgrading facilities as needed
    • The hiring and training of EH national staff in SL
    • Setup of waste management facilities
    • Implementing and oversight of strict protocols with the EH team for infection prevention and control and waste management
    • This position will enter the wet area of the IU
  • Staff Supervision & Development
    • Directly supervise EH local staff at the IU ( 37-40 people )
    • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
    • Overall responsible for staff work plans, work and vacation-resting schedules, and staff training/development activities
  • Grant Monitoring & Reporting
    • Development/ maintenance of effective and efficient oversight, support, quality control and reporting systems and processes.
    • Ensure regular field monitoring and modifications as required.
    • Contributing to IRC and donor reports as per set schedules (monthly, quarterly and annually) on grant activities, indicators and achievements are produced in quality.
  • Other
    • Consistently and proactively monitor/assess the safety and security of the team; promptly reporting concerns or incidents to EH Coordinator and/or IRC management and liaising with community leaders and other external parties as required to maintain/enhance the security environment for IRC programs
    • Other duties as assigned by the supervisor to enable and develop IRC programs
  • Professional Standards
    • All IRC staff are required to adhere to THE IRC Way Standards for Professional Conduct and the IRC country employment policies.
REQUIREMENTS
The ideal candidate will have an environmental health background and experience on water and sanitation for health facilities such as cholera treatment centers and disease-specific treatment units. "Highly desired criteria" include previous work in an isolation centre, highly contagious area or Level 4 biosafety area, experience working on viral hemorrhagic fevers (Ebola, Lassa, Marburg, etc.) and knowledge of infection control and prevention.
  • Bachelor or equivalent in Civil, Environmental Engineering or Public Health (MPH) degrees, with Water and Sanitation specialization preferred.
  • Minimum of 3 years related program management experience in a development setting; direct services experience and previous work in Environmental Health/WASH programming preferred.
  • Experience in Africa essential, preferably in West Africa and experience in Sierra Leone a strong advantage
  • Excellent understanding of EH issues in emergency situations and knowledge of emergency standards (Sphere)
  • Strong leadership, management, planning, analytical, interpersonal, and communication skills;
  • Ability to live and work in stressful and insecure environment;

Founded in 1933, the International Rescue Committee is a prominent international organization working in relief, rehabilitation, protection, post-conflict development, resettlement services and advocacy for those uprooted or affected by violent conflict and oppression.
This is the largest Ebola outbreak in history and the first in West Africa. The outbreak in West Africa is worsening, WHO, CDC, INGOs and other local and international organizations are working to ramp up the response. On August 8, the World Health Organization (WHO) declared that the current Ebola outbreak is a Public Health Emergency of International Concern (PHEIC).
The International Rescue Committee is in discussions to run a 24 (40)-bed, Ebola Isolation Unit in Bo, Sierra Leone. The Unit will be a high-capacity, isolated unit which will require the oversight of 88 staff including 8 international staff, over a period of 3 months. Given the magnitude of the need, the plan is to set up the Unit immediately. Staff safety is an absolute priority and strict adherence to infection control procedures with be undertaken to protect staff. Given the tedious nature of the work, personal protective equipment which must be worn at all times in the heat and need for strict adherence to infection control protocols, staff will have ample rest time.
SCOPE OF WORK/RESPONSIBILITIES
Under direct supervision of the IRC Country Director, the Health Coordinator (Ebola Case Management Coordinator) will be responsible for running the IU on a day to day basis. The Health Coordinator will work with country teams to develop and/or finalize strategies based upon current standards, protocols and approaches for Ebola prevention and response. S/he will work with country teams to develop/finalize key guidance documents (as informed by WHO, CDC, and MSF related to Ebola Viral Disease (EVD) including case management, contact tracing and referral pathway protocols and standards.
The responsibilities of the HC will include:
  • Assuming responsibility for overall clinical care at the IU
    • Ensuring that clinical management and infection prevention and control procedures are being applied by clinical staff according to a strict protocol.
    • Providing direct patient care for complicated cases and advice on special cases (pregnant women, children, etc.)
    • Providing on the job training to clinical staff
    • Liaising with key treatment partners (WHO, MSF, MOH, CDC, IMC, etc.) to ensure proper coordination and to apply best practices
    • The hiring and training of clinical and ancillary national staff in, with the assistance of the WHO and the Ministry of Health. (If needed)
    • Supervising the EH coordinator and the supply chain coordinator and their respective areas of responsibility.
    • Monitoring the well-being of the staff and working with the HR coordinator and psychologist to address issues as they arise
    • Oversee donor and internal reports in collaboration with country and HQ technical teams.
    • Represent IRC at both internal and external coordination meetings to gather information and to inform IRC's ECM activities
    • This position will enter the wet area of the ETC
  • Staff Supervision & Development
    • Directly supervise IRC project's staff (16 people )
    • Analyses the context (environment, people/bodies involved, negotiations for access etc.) and the humanitarian issues at stake.
    • Proposes exploratory missions and organises them following the CD's approval.
    • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
    • Overall responsible for staff work plans, work and vacation schedules, and staff training/development activities
    • If/as required, identify staff performance issues and work with Human Resources to document and address these in accordance with the National Staff Employment Policies
  • Grant Planning & Implementation
    • Based on assessments and strategy; draft technical proposals and budgets to enable programs required to meet the immediate needs of the affected community.
    • Responsible for the overall achievement of all environmental health grants in country
    • Anticipates plans and manages programmatic and structural transitions.
    • Has significant budget authority to pre-approved limits and responsibility for budget development and compliance.
    • Responsible for ensuring the achievement the overall grant timeline and completion date
    • Provides direction and monitor staff in their implementation of the workplan and quality of technical activities,

    • Work closely and coordinates with IRC logistics, finance and grant staff to ensure timely and complaint program activities and expenditures; including active participation in grant opening/closing and review meetings
    • Represents IRC in external WASH forums and is the key WASH focal point in the WASH cluster.
  • Program Development
    • Provides monthly monitoring of the Project's expenditure and undertakes and analyses the financial indicators with the support of the Mission's Administrator.
    • Contributes to, development of country strategic direction and plans
    • Leads sector specific strategy development and technical proposal design
    • Evaluates the risks and threats linked to the implementation of IRC's activities. For this, maintains an information network which allows him (her) to follow security developments. Provides continuous analysis of the situation in the field whilst encouraging the participation of the national and international team under his (her) management in this task. In particular checks that the team knows the risks it is running.
    • Regularly defines and updates the Project's security policy and the measures to set up/already set up (in consultation with the teams) and submits it to the CD's for approval.

    • Consistently and proactively monitor/assess the safety and security of the team; promptly reporting concerns or incidents to IRC management and liaising with community leaders and other external parties as required to maintain/enhance the security environment for IRC programs
    • Other duties as assigned by the supervisor to enable and develop IRC programs

REQUIREMENTS
The ideal candidate will be a physician with public health training who has clinical experience mostly in isolation wards and emergencies, desirable with demonstrated and repeated experience setting up isolation centers for viral hemorrhagic fevers or secondarily, field hospitals or cholera treatment centers. Demonstrated experience in supervising a team in the strict adherence to infection control is needed
  • MA/S or equivalent in Health or Public Health (MPH) degrees.
  • Minimum of 5 years related program management experience in a development setting; direct services experience and previous work in Health programming preferred.
  • Experience in Africa essential, preferably in West Africa and experience in Sierra Leone a strong advantage.
  • Strong leadership, management, planning, analytical, interpersonal, and communication skills;

BACKGROUND
 
The IRC is one of the leading providers of high quality programming in both conflict and post-conflict settings. In order to advance its mission of serving communities impacted by conflict and displacement, the IRC is committed to developing innovative, context-specific programs in response to strategic funding opportunities with a range of government and multilateral donors. This business development is led by the IRC's Business Development Unit (BDU) in close collaboration with Regional and Country management structures, the IRC's Technical Units and a range of headquarter specialists based in the USA and Europe.

SCOPE OF WORK
 
The Program Development Director-Africa, working in close coordination with the Senior Director-Business Development, Regional Units, Country Offices and senior staff in IRC's headquarter offices, will be responsible for building relationships with key donors and monitoring, managing and coordinating IRC's response to strategic funding opportunities with such government and multilateral bodies such as the World Bank, USAID, and UN agencies in key IRC country programs throughout Africa. The incumbent will be responsible for influencing donor strategies and raising awareness of IRC as a key post-conflict actor.

While the post's geographic remit is the ensemble of IRC's programs in Africa, the Program Development Director-Africa will focus attention and effort on a subset of key strategic countries. This list will be reviewed and adjusted periodically. In relation to this shortlist of priority countries, the incumbent will work closely with country and regional management to design and implement appropriate, tailored business development strategies, including deployment to the countries in question to lead responses to specific business opportunities.

Based in Nairobi, Kenya, the Program Development Director-Africa will report to the Senior Director- Business Development in New York.

KEY RESPONSIBILITIES
 
General Business Development
  • Support the development and implementation of the IRC's business development objectives;
  • Raise awareness of IRC as an effective and innovative post-conflict agency with key funding partners;
  • Represent IRC and liaise with donor agencies and partners, in relevant countries and at their headquarters, for intelligence gathering purposes and to influence funding policies;

Country-Specific Program Development
  • Strategy

DESCRIPTION

The Emergency Preparedness and Response Unit (EPRU) is the division of the International Programs Department responsible for maintaining the organization's readiness to respond to emergencies and mounting effective and rapid responses during complex humanitarian crises. The EPRU is made up of the Director of Emergency Preparedness and Response, the Senior Emergency Coordinator and Program Manager, along with the members of the Emergency Response Team (ERT). The ERT, under the leadership of the Senior Emergency Coordinator, consists of fifteen individuals with expertise in health, environmental health, advocacy & policy, operations, and finance.

SCOPE OF WORK

The ERT Advocacy & Policy Coordinator is a vital part of the Emergency Response Team and the Policy and Advocacy Team. During field deployment this role directly reports to the Emergency Field Director or designated country emergency lead. This position works in close collaboration with other IRC ERT members while in the field and is considered an integral member of the team.

The IRC ERT staff are expected to be deployed to the field - either in an emergency or in a roving capacity - for up to 75% of the time (9 months a year) and must be able to deploy to the site of an emergency within 72 hours of notification.

Members of the ERT can be deployed to either initiate a new emergency program in a crisis zone or support an existing IRC country program. The overall responsibility of the ERT is to rapidly and effectively develop, implement, and manage the IRC's onsite humanitarian response in order to meet the immediate needs of the affected population as well as influencing the global and local policy decisions that affect them.

Between field assignments, the ERT Advocacy & Policy Coordinator will report to IRC's Vice President for Public Policy and Advocacy in Washington, DC and function as a member of IRC's Public Policy and Advocacy Department. At all times, the ERT Advocacy & Policy Coordinator will conduct activities in close coordination with and support the advocacy efforts undertaken by the IRC offices in Washington DC, New York, London, Geneva, Brussels, and relevant IRC field offices.

The ERT Advocacy & Policy Coordinator will also work closely with representatives from other organizations in the field on collective action, coalition building, and direct advocacy activities to shape the policy environment and improve the practice of humanitarian action.

The ERT Advocacy & Policy Coordinator is responsible for developing and carrying out a coherent strategic approach to international and national advocacy initiatives targeted at appropriate international governments, national host governments, local authorities, major donors, UN Specialized Agencies, NGO Consortia, and other Nongovernmental Organizations.

RESPONSIBILITIES
  • Work with the EPRU Director, Senior Emergency Coordinator, and ERT members to improve IRC's emergency response by identifying policy trends, reporting on key developments, analyzing ramifications of policy changes, and developing IRC advocacy strategy and actions.
  • Support and coordinate with IRC's Public Policy and Advocacy Department during deployments in close cooperation with IRC London, IRC Geneva, IRC Brussels, and IRC field offices. Maintain an effective communication flow between all relevant IRC offices.
  • Attend and represent the IRC at key meetings and promote IRC's viewpoints while working closely with relevant ERT members and IRC field staff as well as develop advocacy interventions based on IRC's policy and advocacy priorities.
  • Seek to influence the policies of national, state and/or provincial, and local governments and municipal authorities in the field to improve the lives of people affected by persecution, disasters, and conflict. Advocate for policy change among relevant international governments and institutional donors.
  • Liaise with refugees, displaced persons, and community leaders to understand their plight and develop advocacy actions to represent their views and improve their lives.
  • Educate officials and policy makers, facilitate presentations by IRC experts, coordinate high-level meetings, provide field-based briefings, and conduct formal presentations as required.
  • Develop and maintain a network of contacts and good working rapport with various United Nations offices, Intergovernmental Organizations, Host Government Ministries, NGO peer organizations, and NGO Consortia.
  • Serve as one of IRC's public outreach focal points for advocacy and media campaigns as directed including the drafting of relevant communications and participating in public speaking opportunities representing IRC's priority messages.
  • Maintain up-to-date knowledge of IRC's thematic priorities including durable solutions, urban refugees, humanitarian financing, women's protection and empowerment, refugee resettlement, and humanitarian access. Understand current trends in humanitarian action such as the Transformative Agenda, Humanitarian Reform and humanitarian architecture, Accountability to Affected Populations, Empirical Programming, Do No Harm, and Aid Effectiveness.
  • Establish and convene an internal working group of experts across relevant offices of IRC to formulate organization-wide policy positions on relevant humanitarian issues.
  • Assist IRC program staff with integrating advocacy actions into project design and implementation as well as support staff in empowering beneficiaries to become more effective advocates for themselves.
REQUIREMENTS
  • Postgraduate degree in relevant subject including International Development, International Relations, or relevant field of study
  • Minimum 5 years experience working in developing countries with at least 2 years in leadership positions in complex humanitarian and/or emergency settings with diverse geographical professional experience preferred
  • Ability to maintain a flexible schedule that will allow for mandatory travel to crisis situations within 72 hours of notification
  • Capacity to work long hours in stressful and often insecure environments for up to 3 months at a time
  • Strong multi-tasking and organizational skills with an ability to focus both on internal issues as well as external demands
