BACKGROUND
Family Planning 2020 (FP2020) is a global partnership that supports the right of women and girls to decide, freely, and for themselves, whether, when, and how many children they want to have. FP2020 works with governments, civil society, multi-lateral organizations, donors, the private sector, and the research and development community to enable 120 million more women and girls to use contraceptives by 2020. FP2020 is an outcome of the 2012 London Summit on Family Planning where more than 20 governments made commitments to address the policy, financing, delivery and socio-cultural barriers to women accessing contraceptive information, services and supplies. Donors also pledged an additional US$2.6 billion in funding.
Led by an 18-member Reference Group, guided technically by Working Groups, operated daily by a Secretariat and hosted by the United Nations Foundation, FP2020 is based on the principle that all women, no matter where they live should have access to lifesaving contraceptives. FP2020 is in support of the UN Secretary-General's global effort for women and children's health, Every Woman Every Child.
POSITION OVERVIEW
The Portfolio Manager, FP2020 works in tandem with the Director, FP2020 to manage the strategic use of the FP2020 Rapid Response Mechanism (RRM) – a multi-million dollar funding mechanism established to respond to emerging and urgent opportunities that will help FP2020 meet its goal of enabling 120 million more women and girls to use contraceptives by 2020.
WORKING RELATIONSHIPS
The Portfolio Manager, FP2020 is responsible for working closely with the Director, FP2020 to ensure that RRM funding is optimally effective in achieving its purpose. In addition, the Portfolio Manager, FP2020, will work closely with the Senior Manager for Donor Outreach & Engagement, the Business Services and Contracts Officer, Working Group Managers, the Country Engagement Working Group, and a diverse range of internal and external stakeholders.
MAJOR DUTIES & RESPONSIBILITIES
Within the context above, FP2020 is looking for a Portfolio Manager with proven experience in project management and grant/contract administration, as well as excellent communication skills. The Portfolio Manager will lead the disbursement and management of a large and dynamic portfolio of grants and contracts that are catalytic, respond to urgent and unforeseen opportunities, and amplify existing work in FP2020 focus countries.
The Portfolio Manager will be responsible for identifying programs that meet RRM criteria, coordinating the funding process, collaborating with the Country Engagement Working Group as appropriate, maintaining relationships with grantees regarding developing and/or refining proposals and reports, gathering information for external communications, and tracking progress on a regular basis.
SPECIFIC RESPONSIBILITIES & DELIVERABLES
Strategic Planning
  • Oversee the strategic development, implementation, and use of the Rapid Response Mechanism.
  • In consultation with the FP2020 team, design a process for a 2014 year-end assessment of the RRM portfolio to date and build out the monitoring and evaluation framework for the RRM to ensure optimal use of funds.
  • Work in close collaboration with the Program and Business Services Officer to track and monitor the impact of the RRM on progress toward FP2020 annual work plans and goals.
  • Manage, develop and ensure the smooth flow of information related to the RRM across the FP2020 Secretariat.
  • Work with the Director and Senior Manager for Donor Outreach & Engagement (who interfaces with existing and prospective donors) to ensure strong relationships with RRM funders.
  • Coordinate with the Country Engagement Working Group as appropriate.
  • Work with the Director to form strategic partnerships to maximize coordination with representatives from related sexual and reproductive health and rights funding mechanisms.
Grants/Contracts Management
  • Responsible for the financial administration and processing of the RRM portfolio and overseeing the review and approval of its contractual agreements, including the coordination of grant closures.
  • Coordinates with relevant FP2020 staff to investigate and analyze grant requests and develop funding recommendations in line with the team's programmatic priorities and budget, working with the Country Engagement Working Group as appropriate.
  • Proactively identify and establish relationships with key implementing partners, defining the right sort of partnerships for the RRM portfolio.
  • Coordinate with RRM grantees to meet reporting requirements and ensure alignment with proposals and work plans.
  • Investigate, negotiate, and resolve issues associated with grant implementation.
  • Stay current and inform the team of rules and regulations of various USG and non-USG funding partners, and continually ensures the team follows these requirements during project implementation.
  • Provide monitoring and evaluation support and tracking of programmatic and financial targets.
  • Work with FP2020 leadership to develop a schedule for visits to check in on grantees in person and capture updates on progress.
Reporting
  • Manage the coordination of narrative and financial reporting for RRM grants, including developing and maintaining a grants reporting calendar and matrix for the team
  • Support the Director and Program Associate in the development and coordination of materials to support FP2020 Reference Group/UNF Senior Management review and involvement.
  • Work with the Communications team to identify opportunities to highlight the progress made by the RRM and RRM partners.
  • Represent FP2020 at outside meetings and professional gatherings.
Other
  • Manage broader projects related to FP2020's mission as needed.
SELECTION CRITERIA
  • Bachelor's degree required; Master's preferred in related field;
  • Six to eight years' experience, preferably in international affairs and development and/or grant management is desirable;
  • Interest, knowledge or work experience in global health, sexual and reproductive health and rights and/or family planning;
  • Grants management experience with US and non-US donors, including foundations and private sector partners;
  • Grant-making experience with international NGOs, grassroots organizations, the UN and foreign governments;
  • Monitoring and evaluation experience useful;
  • Strong communications, research, and project management skills;
  • Advanced knowledge of and experience with MS Office Suite (Word, Excel, Outlook, PowerPoint, Access);
  • Knowledge of the GIFTS and Raiser's Edge database programs preferable;
  • Experience training peers on donor rules and regulation;
  • Ability to present information concisely and effectively, both verbally and in writing;
  • Ability to organize and prioritize work and manage one's time effectively and with little supervision;
  • Ability to work under pressure and handle stress;
  • Ability to meet regular attendance/tardiness policy; and
  • Excellent interpersonal skills.
  • Fluent in English and French.
  • Ability to travel up to 25%.

OVERVIEW

The Advocacy and Communications Manager for Every Woman Every Child is responsible for developing and executing advocacy and communications strategies to advance the goals of Every Woman Every Child, the Secretary-General's Global Strategy on Women's and Children's Health, launched in September 2010 (www.everywomaneverychild.org).

Every Woman Every Child is a global effort bringing together governments, philanthropic institutions and other funders, the United Nations and multilateral organizations, civil society and non-governmental organizations, the business community, health-care workers and professionals, and academic and research institutions around the world to help save the lives of 16 million women and children by 2015. The United Nations Foundation has been tasked with overseeing global communications and advocacy efforts and stewarding commitments from the private sector and ensuring momentum remains high through 2015 and beyond. The Advocacy and Communications Manager will be responsible for advocacy efforts and online and offline communications, including creating, editing, and posting original and partner content to www.everywomaneverychild.org, and sharing with affiliated campaigns. S/he will also be tasked with developing written materials and talking points for use by representatives of the UN Foundation and Every Woman Every Child partners. Working closely with the Senior Director of the Millennium Development Goals Initiatives, s/he will also raise awareness and energize diverse constituencies by developing and executing advocacy campaigns, policy tools, and supporting events around the Millennium Development Goals and the Post-2105 development framework.

The Advocacy and Communications Manager is a member of the New York Team. S/he reports to the Senior Director of the Millennium Development Goals Initiatives, and will work closely with theEvery Woman Every Childteam, Public Affairs, Global Health, Women & Population, and Global Partnerships teams and other relevant campaigns at the UN Foundation.

DUTIES & RESPONSIBILITIES


  • Work with the Every Woman Every Child (EWEC) and Public Affairs teams to develop and execute strategic advocacy and communications plans (including print, broadcast, online, social media outreach, electronic communications, advocacy outreach and events) relevant to advancing the work of the EWEC;
  • Perform other duties as assigned.
  • Develop and execute the advocacy and communications strategy for EWEC, including working with partners, and writing/editing public-facing EWEC materials such as fact sheets, talking points, event briefings, meeting summaries, press releases, and media advisories;
  • Manage EWEC's online activities, including updates to and maintenance of the EWEC website, and development of innovative data visualizations such as infographics;
  • Oversee execution of the monthly EWEC newsletter, advocacy call minutes and other regular communications;
  • Help to implement the EWEC Roadmap, a series of events and other opportunities to raise awareness and undertake advocacy for EWEC;
  • Assist with the formulation and execution of the EWEC events;
  • Develop and maintain strong relationships with advocacy and communications counterparts within the EWEC community, including outreach to new partners and to build the EWEC contact database and securing press opportunities;
  • Represent the EWEC at internal and external meetings, conferences, and events concerned with EWEC issues;
  • Engage with other UN Foundation staff to ensure content sharing and synergy across campaigns;
  • Stay abreast of new developments in the global health and development, including new commitments by all sectors, implementation progress, and key meetings and events;
  • Support the Senior Director on additional projects around the Millennium Development Goals and the Post-2105 Development Framework;
  • Perform other duties as assigned.
QUALIFICATIONS
  • Demonstrated experience in the fields of global health or international development and with international campaigns;
  • Ability to manage multiple projects simultaneously, work to deadlines with other team members with grace and effectiveness under pressure, and undertake independent problem solving;
  • Excellent writing, editing, interpersonal, and oral communications skills;
  • A demonstrated knowledge of global issues and the UN system, and an understanding of the UNF mission, programs, strategy and goals;
  • Bachelor's degree or higher and at least 3-5 years of work experience in relevant areas such as international affairs, public policy, public health, journalism, or communications with communications outlets, governments, NGOs, the private sector, or the United Nations.
  • Specific communication skills a plus, including:
    • Expertise in Powerpoint and Excel spreadsheet use for presentations and analyses;
    • Knowledge and prior use of HTML, Dreamweaver, Photoshop, Fireworks
    • Proficiency in CRM & CMS — Convio and Joomla highly preferable.
    • Proficiency in the use of social media monitoring and analytics tools;
    • Knowledge of video editing software such as Final Cut Pro;
  • Willingness to travel domestically and internationally, and ability to work well on the road.
  • Ability to work under pressure and handle stress.
  • Ability to meet regular attendance/tardiness policy.

DESCRIPTION

At the Family Planning summit in London in July 2012, the Bill and Melinda Gates Foundation (Gates), the UK Department for International Development (DFID), the United Nations Population Fund (UNFPA), the US Agency for International Development (USAID), national governments, donors, civil society, the private sector, the research and development community, and others from across the world came together to support the right of women and girls to decide, freely and for themselves, whether, when and how many children they would have. The Summit called for unprecedented global political commitments and resources from implementing governments and pledges of US$2.6 billion from donors that will enable 120 million more women and girls to use contraceptives by 2020. Reaching this goal could result in over 200,000 fewer women and girls dying in pregnancy and childbirth and nearly 3 million fewer infants dying in their first year of life.
A key outcome of the Summit was the development of Family Planning 2020 (FP2020). FP2020 was created to support the achievement of the overall Summit goal and the individual commitments made by enhancing the work already being done. Led by an 18-member Reference Group, guided technically by Working Groups, and operated daily by a Task Team, hosted by the UN Foundation, FP2020 strives to advance access to family planning information, services and contraceptives under the guiding principles based on rights, choice, equity and voluntarism .
THE POSITION
FP2020 is seeking a temporary employee to serve as a Communications Associate to support the FP2020 Task Team and implement the objectives of FP2020. The Communications Associate will provide communications and public relations support on activities related to FP2020.
Reporting Relationships
  • The Communications Associate will report to the Senior Communications Director, Campaigns and Initiatives and work closely with the Executive Director, Women, Girls, and Population and the FP2020 team.
All activities undertaken by FP2020 will engage and coordinate with existing architecture (ex. Every Woman Every Child and the Partnership for Maternal, Newborn and Child Health) and are expected to build upon and reinforce the work of key partners such as UNFPA.
The Communications Associate will be based out of the UN Foundation's offices in Washington, DC. This is a staff person who will represent the UN Foundation externally and must work diplomatically with partners, be strategic, and have the ability to multi-task and work efficiently. The Communications Associate will work full-time (40 hours per week) for approximately six months.
MAJOR DUTIES AND RESPONSIBILITIES
  • Assists the FP2020 team to implement and further strategic communications plans
  • Draft documents such as media advisories, press releases, talking points, articles, and web and email communications;
  • Assist with the creation of presentations, preparing communications materials and providing onsite support for events;
  • Work with FP2020 Stakeholders to develop on-line content for the FP2020 website;
  • Work with the Public Affairs team and FP2020 staff to keep branding and messaging consistent on and offline;
  • Attend relevant events as needed and report back to the team;
  • Provide general support including maintaining press lists, editorial calendars, and media clip reports;
DESIRED KNOWLEDGE, SKILLS & ACTIVITIES
In addition to having a proven ability to carry out the above responsibilities, the successful candidate will have the following knowledge, skills, and abilities:
  • A minimum of 2 years in communications and/or public relations and media relations;
  • Bachelor's degree preferred in Communications, Writing, International Relations, or Politics;
  • An interest in and passion for global campaigns related to international development issues;
  • A basic knowledge of new media including blogs, social networking and online news outlets;
  • Excellent written and verbal communication a must;
  • Ability to learn quickly, juggle projects simultaneously, and meet deadlines;
  • Sound judgment and attention to detail a must;
  • Familiarity with UN, international, and nonprofit issues a plus;
  • Ability to work under pressure and handle stress;
  • Ability to meet regular attendance/tardiness policy.
