Under the direction of the Early Childhood Education Program Director, directs, manages, supervises, plans, and coordinates the education services programs and activities of the Early Head Start programs. Directs, manages, supervises and coordinates the transition of children into and out of Early Head Start; coordinates assigned activities with other Head Start and Early Head Start service areas, and with outside agencies. Additionally, is responsible for coordination with program managers for supportive services provided to parents in health, nutrition, social services, and mental health; and provides highly responsible and complex administrative support to the Early Childhood Program Director. Supports and applies the mission and goals of Dominican Women's Development Center.
QUALIFICATIONS
Master's degree in Early Childhood Education and at least two years experience working in an Early Head Start or Head Start Program. Must have at least two years supervisory experience. Prefers experience in working with Latino families and working with community-based programs. Knowledge of Creative Curriculum for Infant/toddlers is a plus. Bilingual/Bicultural.
DUTIES & RESPONSIBILITIES
► Assumes management responsibility for the child development and educational program in the Early Head Start home base programs.
► Participates in the selection and training of assigned staff. Supervises and evaluates home base visitors and other assigned staff.
► Writes the integrated education and early childhood development plan for Early Head Start in consultation with other EHS staff and home base staff, parents and representatives from community-based partners. Reviews and evaluates infant, toddler, and child development plans and activities to assure services provided are culturally, linguistically, and developmentally appropriate and inclusive of individual levels of ability, interests and developmental rates and children with special needs.
► Plans and oversees the implementation of activities to involve parents to the greatest degree possible in planning the EHS program approach to child development and education, individualized planning for the parent's own child, opportunities to gain skills and knowledge about infant, toddler, child growth and development, and regular communication with program staff.
► Develops and/or selects with input from staff and parents, curriculum appropriate to the needs of infants, toddlers, and preschoolers. Makes regular observations of home base socializations to assure environments both indoors and out are clean, healthy, well-organized and have sufficient developmentally and culturally appropriate materials and planned activities to support achievement of goals and objectives.
► Creates and implements a disability service plan that meets the individual needs of each child through a team that consists of parents, teachers, coordinators of other program components, and the Director. The strategy must include documentation assignments for each team member and instructions for case folder maintenance.
► Develops and implements a process of on-going monitoring to assure each enrolled infant, toddler and child receives required developmental screenings within 45 days of enrollment; assures that on-going assessments of each child's growth and development is utilized to record achievement of Desired Results and Outcomes; and that individual learning plans are created for each child and updated on a regular basis.
► Establishes and maintains procedures to support successful transitions for enrolled children and families from previous child care programs into Early Head Start or from Head Start into elementary school or other child care settings.
► Participates in the development of the annual Early Head Start budget by establishing priority expenditures and maintaining records of costs. Reviews financial transactions and monitors the educational services budget to ensure efficient operation and to ensure that expenditures remain within budget limitations. Prepares specifications for all educational services equipment and supplies; orders and oversees the distribution of educational materials and supplies.
► Arranges for the collection of data as needed to ensure compliance with pertinent legislation, regulations, and laws; ensures timely and accurate reporting of data to Federal and State authorities. Analyzes data for evaluating, planning, and improvement of services.
► Develops and oversees the implementation of a training plan to assure all EHS educational staff acquire and enhance skills needed to implement education services goals and objectives, complies with Performance Standards, plans and provides daily experiences, activities and routines that achieve the goals of the IFSP and IEP, and provides a quality experience for infants, toddlers, children, and their parents.
► Develops and oversees a parent education plan to provide opportunities for parents to obtain a greater understanding of child growth and development and gain the skills needed to support the child' s growth and development.

POSITION SUMMARY
The Early Head Start Doula Home Visitor develops and maintains supportive strength based, culturally sensitive relationships with pregnant women and their families by providing education, physical and emotional support during all trimesters, labor and postpartum. The EHS Doula Home Visitor is responsible for ensuring that pregnant women and their families receive comprehensive home visiting and doula services to ensure the optimal development of pregnant women and their newborn babies helping them to establish healthy parent-child relationships. The EHS Doula Home Visitor ensures compliance with the Head Start Program Performance Standards and EHS Services to Pregnant Women requirements.
MAJOR RESPONSIBILITIES AND KEY TASKS
Program Implementation:
  • Recruit and enroll families into the Doula Home Visiting Program
  • Maintain a caseload of 12 pregnant women providing regular doula home visiting and 24/7 availability for attending births
  • Ensure the EHS Services for Pregnant Women standards along with appropriate Head Start Program Performance Standards are in compliance
  • Established trusting, nurturing relationships with pregnant women and their families
  • Assist pregnant women in establishing goals and a birth plan for the Family Partnership Agreement and creating a plan for the accomplishment of the goals
  • Provide ongoing support and guidance regarding the mental health and developmental needs of pregnant women
  • Assists pregnant women and their families in accessing and documenting all needed health services including pre-natal visits, well child check ups, and mother post partum well being care
  • Aid in the preparation of the pregnant woman and her family for the labor and delivery utilizing appropriate doula techniques both during home visits and in group based services
  • Develop and facilitate prenatal education, advocacy and support parent groups
  • Participate in Doula Trainings, conferences, workshops, IBTI training and other trainings as required by the program
  • Obtain the needed community resources services and linkages for pregnant women
  • Acts as an advocate for the pregnant woman; interprets and explains medical procedures
  • Provide regular "first months of life" doula post partum home visits to all doula program mothers and newborns until they are enrolled in a cluster site or other infant child care programs
  • Assist program mothers in transitioning into EHS child care programs or other infant child care programs
  • Assist with community outreach efforts targeting local hospitals, clinics and community service organizations
  • Participate in regular reflective supervision and staff meetings as required by the program
  • Maintain and document all services in the family files and ensures up to date program files for each pregnant woman in the caseload
  • Enter participant information and other required program information into the MIS system in a timely manner

  • Participate in Research planning and evaluation efforts

EDUCATIONAL REQUIREMENTS
Associates Degree in Social Work, Early Childhood Education, Child Development or related field required. Bachelor's Degree in Social Work, Early Childhood Education, Child Development or related field preferred.
REQUIRED WORK EXPERIENCE AND SKILLS/ABILITIES
  • At least 3 years experience working in early childhood/family support, or home visiting programs required
  • At least 2 years direct experience with Head Start preferred
  • Ability to establish supportive, meaningful relationships with pregnant women, families and their infants
  • Knowledge of principles and practices of infant and child development and family practice
  • Ability to use reflective supervision
  • Ability to work within a team
  • Knowledge of community resources and the capacity to develop community cooperation to ensure that pregnant women receive comprehensive services
ESSENTIAL JOB FUNCTIONS
  • Good written and verbal communication skills
  • Basic Knowledge of the computer
  • Ability to use cell phones and other technology
  • Available on call 24 hours for labor and delivery
  • Knowledgeable about Head Start and Early Head Start guidelines

SUMMARY

Supports and applies the mission and goals of Dominican Women's Development Center.

QUALIFICATIONS
 
BA or BS in public health, health education and other health related field. Experience working in programs that serve low income children and families. Experience working with Latino children and families in a Head Start or pre-school setting. Must be bilingual.

DUTIES & RESPONSIBILITIES

► Assumes management responsibility for all health, dental and nutritional health services and activities of the Early Head Start programs.
► Manages the contract and oversee the work of the licensed dietitian or nutrionist.
► Writes health, safety and nutrition services plans for Early Head Start in consultation with staff, parents and community health care providers. Reviews and evaluates health, safety and nutrition service plans and make recommendations for corrective action, as needed.
► Serves as a liason for the Early Head Start programs with community programs providing health related services to low-income families. Develops partnerships with community agencies for support and services to Early Head Start children and families, and assures each enrolled infant/child and pregnant woman has a medical home.
► Develops and implements a process of on-going monitoring to assure each enrolled infant, toddler and child receives required health and dental examinations, and nutrition and sensory screenings as required by Performance Standards; that all identified concerns receive appropriate follow-up resolution; that each enrolled pregnant woman receives health services and information required by Performance Standards, a visit by a health professional within two weeks of delivery, and referrals to services, as needed.
► Provides direct health care and service in accordance with EHS policies and procedures.
► Arranges for the collection of data as needed to ensure compliance with pertinent legislation, regulations and laws; ensures timely and accurate reporting of data to Federal and State authorities. Analyzes data for evaluating, planning and improvement of services.
► Establishes and maintains a Health Services Advisory Committee composed of representatives of EHS parents, pediatric health care providers, dental care providers, nutrition service providers, mental health service providers, and infants/toddlers/children with disabilities.
► Maintains a positive public profile for all assigned programs. Provides leadership with an understanding of the diverse populations served. Participates in a variety of meetings, activities, and events to support EHS and its partners; attends and participates in professional group meetings and trainings.
► Assures parent participation in the health/nutrition services programs and activities by encouraging parents to be present for all health and dental screenings and procedures; informs parents immediately of the results of screenings and assessments; provides parents with education and training in first aid, nutrition, and a wide variety of health related topics.
► Meets regurlarly with the Early Head Start Director and managers; meets with other staff as needed. Schedules and/or attend case conferences, parent conferences, case reviews, IEP/IFSP meetings, staff meetings, parent meetings, in-service and pre-service meetings, and other meetings.
► Performs other job related tasks as required.

DESCRIPTION

Under the direction of the Early Head Start Director is responsible for intermediate administrative support to the Early Head Start Program. Major tasks includes the coordination of data collection, program assessment, program evaluation and generation of reports and related documents. Maintains appropriate filing systems for program data and information both manual and electronically.

QUALIFICATIONS

Associate degree in secretarial science with a minimum of one year of professional experience providing services in a community-based setting. The position requires computer literacy; the ability to work with the public and program participants; ability to communicate with Latino families; excellent interpersonal skills; ability to work independently and as a member of the team. Must be fully bilingual and cognizant and sensitive to multi-cultural issues.

DUTIES & RESPONSIBILITIES

► Operates a PC to view, enter, edit, format, revise, print, process and distribute information and plans. Creates and produces a variety of written materials for the program such as correspondence, manuals, contracts, charts, reports and records.
► Operate reception area greeting families, answering telephone, copying, filing, ordering supplies, maintaining petty cash accounts, and performing other clerical duties as required by the Program Director.
► Coordinates, documents and tracks pertinent data to meet the information and reporting needs for the program, evaluates the reporting/record-keeping requirements and recommends the best means of tracking data, gathers data and calculates information for the early childhood program.
► Gathers and complies data from a variety of sources, determines the most appropriate information source and researches program documents to locate specific information; completes forms/documents according to established instructions.
► Plans, arranges and coordinates specific meetings, events, operational meetings, conferences or other group events; anticipates needs, puts together the necessary information, copies, material/equipment needs and ensures readiness in advance of the activity.
► Completes other tasks as directed by the program director to meet the organizations' mission and goals.
