Brief Summary

SAFE NEST, providing services to survivors of domestic violence and their families seeks a Housing Outreach Advocate to provide advocacy services to domestic violence victims and survivors residing in public housing properties administered by Southern Nevada Regional Housing Authority.

Qualifications 

  • Knowledge of domestic violence and factors related to poverty and homelessness.
  • Understanding of empowerment, basic advocacy strategies and barriers to public housing residents seeking domestic violence services.
  • Bachelor's Degree in a human services fields including Women's Studies, Social Work, Sociology or related field or any equivalent combination of experience and education
  • Ability to build relationships and work in a collaboration setting.
  • Ability to work in varied locations with diverse populations. 

Minimum Qualifications 

  • Experience in building effective collaborative community relationships to achieve common goals.
  • Excellent verbal and written communication skills
  • Ability to think critically and engage diverse groups of people including community stakeholders, domestic violence survivors and their allies.
  • A minimum of four years volunteer or professional experience in a field relative to the position

DUTIES
Work as part of a team that assists each family to develop a stabilization plan that enables the family to remain stably housed and make progress toward economic self-sufficiency.
Conduct office and home visits to support families in implementing their stabilization plans. Provide interventions to assist the families with problems solving, including family meetings when appropriate.
Assist families with all aspects of managing their tenancy, including collaborating with landlords. Provide advocacy training, consumer education, and crisis management when necessary to prevent housing disruption.
Develop relationships with community organizations and resources in order to strengthen referral base for families entering sustainable housing.
Help families establish and maintain residential stability and connection to the neighborhood.
Help families make or strengthen connections to schools, employment services, medical providers and other resources as needed. Assist families with access to benefits as appropriate.
Monitor families' movement toward self-sufficiency goals and document progress in writing and electronically.
Participate in all departmental staff and team meetings.
Participate in supervision and professional development.
Assume other responsibilities as requested by supervisor.
KNOWLEDGE, SKILLS & ABILITIES
Ability to provide services in both English and Spanish
Ability to communicate effectively; both written and verbal
Ability to drive, have a valid Mass License and a vehicle for transportation; home visits, community meetings.
Strong mediation, negotiation, oral, written skills
Strong computer skills with Microsoft Outlook, Windows 2010 Efforts to Outcome (ETO)
Ability to handle a variety of assignment and have the flexibility to work some evenings, if necessary
Knowledge of HomeBASE short-term assistance program and other permanent subsidies such as MRVP, BHA and Project Based Section 8
EDUCATIONAL & OTHER REQUIREMENTS
Strong bilingual (Spanish/English) required.

GENERAL SUMMARY OF DUTIES

The Associate Director will be a key collaborator with the Director of Research and Evaluation in supervising all aspects of CWU program outcomes including the development of metrics, data collection, internal and external reports on outcomes, and linking program measurement to relevant local and national benchmarks.
 
ESSENTIAL DUTIES OF THE POSITION
 
1.Direct supervision of the CWU Outcomes Measurement process including development of metrics, data collection and data quality, and the development of internal and external outcomes reports designed to improve programs and general knowledge about program impacts on women's self-sufficiency.
2.Supervision of Outcomes Management Coordinator
3.Strategize and oversee use of evaluation as a tool in accomplishing direct service program goals
4.Oversee development and implementation of data collection and outcomes measurement in CWU mobility mentoring partnerships
5.Collaborate with Director and VP in producing publications and briefing papers on topics related to promoting economic independence for low income women
6.Supervise staff training on data collection
7.Supervise relationship with outside vendor (Social Solutions) regarding technology for outcomes measurement
8.Supervise relationship with all funding sources regarding reporting requirements and ensure data compliance
9.Coordinate and manage CWU's quarterly outcomes Workgroup meetings
10.Represent CWU at external meetings, speaking engagements, and conferences.
11.Contribute to CWU's online presence through the development of data representation and reports on website
12.Some travel is required, primarily local travel between different work sites in and around Boston. Out of state travel may be required as CWU programming opportunities expand
13.Other related research, supervisory and development duties as necessary.
KNOWLEDGE, SKILLS & ABILITIES
1.Experience in a fast-paced innovative environment with strong emphasis on data-driven decision making
2.Excellent analytic ability with advanced quantitative skills and expertise with database applications.
3.Working knowledge of statistics essential, advanced statistics a plus
4.Experience in translating quantitative data for a wide variety of audiences, particularly experience with use of visually displaying data (ie. infographics, graphing, etc.)
5.Excellent research and writing skills with demonstrated capacity to effectively integrate and present data within written reports
6.Excellent team building and communication skills
7.Outstanding project management skills with the ability to develop ambitious goals and achieve them on time and within budget
8.Familiarity with Social Solutions Efforts to Outcomes database desirable

EDUCATIONAL & OTHER REQUIREMENTS
1.Masters degree in relevant field such as economics, political science, public policy or psychology highly preferred

DESCRIPTION

The Employment Specialist will work with homeless and near homeless families and individuals to stabilize housing, obtain job readiness skills, connect to WorkSource resources, and obtain employment. This position will enroll clients into the YWCA's Employment and Housing Stability (EHS) program, which is funded by the King County Veteran and Human Services levy. The Employment Specialist will conduct assessments, provide job training workshops, and assist clients with job retention, wage progression and money and time management skills. The Employment Specialist will maintain records of clients' progress, complete reports on demographics and achievement of program outcomes and provide support services as needed. Additional services provided by the Employment Specialist will include working with employers to develop job opportunities, working with housing providers to coordinate services, working with WIA and other WorkSource staff at WorkSource offices to co-enroll clients, conducting a "Career Circle" job club, teaching employability workshops, and working with other service providers in King County.

RESPONSIBILITIES
  • Work with community partners to recruit and screen applicants to determine eligibility followed by enrollment and orientation
  • Assess client's job readiness, occupational training needs and need for additional community resources and helps develop clear and realistic employment and educational objectives
  • Position requires networking and maintaining contact with representatives of other social service providers and housing providers, including YWCA housing, Catholic Community Services, South King County Multi-Service Center, Vine Maple Place and other providers
  • Provides clients with support services and/or makes referrals to other community agencies to resolve barriers to employment
  • Provides individual and group job search preparation and training to explore and develop the habits and attitudes needed to be successful in the workplace
  • Coaches clients in developing job skills, resumes, cover letters etc. and provides clients with job search information
  • Assist clients with job readiness, wage progression, housing stability and money management goals
  • Maintains accurate client files and enters client information into YWCA Client Track, King County demographic reports, e-JAS, and the Self Sufficiency Calculator
  • Completes monthly and quarterly data and narrative reports on program performance
  • Co-enroll EHS clients into the Basic Food Employment & Training program by submitting information to DSHS
  • Will be required to travel to multiple locations to meet with clients, including housing sites
  • Will be required to provide WorkSource core services including job seeker walk-ins and occasional trainings
  • May also assist in the development and delivery of Dependable Strengths training and trainings on serving homeless families
  • Continuing search for understanding of racial, gender and class equity
  • Show demonstrated ability to interact with people of different cultures
  • Adhere to all Volunteer Services protocol relative to volunteer usage, recognition and monitoring. Work alongside volunteers, where applicable
  • Assure that volunteers are treated with respect and dignity regardless of race, ethnic background, gender or socioeconomic background
QUALIFICATIONS & COMPETENCIES
  • Bachelor's degree in social services, social work, education, or related field desired. An equivalent combination of experience and education will be considered
  • One to two years of demonstrated experience required performing work related to client recruitment and enrollment, career assessment and planning, support services, occupational training, workplace readiness, job placement, records maintenance and outcomes reporting
  • Knowledge of case management practices
  • Knowledge of King County labor market, vocational training programs, WorkSource system, and other local resources
  • Understanding of issues related to poverty, homelessness and the governmental, educational, and social service systems that serve low income people
  • Strong customer service orientation
  • Sensitivity to the needs of YWCA clients who are homeless, low income, limited English speaking, or impacted by domestic violence, substance abuse or other barriers to employment
  • Commitment to diversity and ability to work well with diverse family styles and multi-ethnic populations
  • Oral, written, and interpersonal communications skills

RATE, HOURS, BENEFITS

  • Grant-funded position reviewed regularly for funding availability.
  • As a condition of employment, the YWCA requires all employees hired on or after July, 1 2009 to make a 5% contribution into a 403(b) plan sponsored by the YWCA until they are eligible for the YWCA Retirement Plan. Once an employee is eligible (typically after two years) for the YWCA Retirement Plan, that individual is no longer required to participate in the 403B plan, but is required to participate in the YWCA Retirement Plan at a reduced pay rate of 5%. This reduction in pay coupled with a local YWCA and National YWCA match reaffirms the YWCA's commitment to the long-term self sufficiency of our staff and is a benefit for YWCA employees. It is important to note; however, the 5% reduced pay rate will lead to a reduction in pay, but, will never reduce wages below the minimum wage required by the State of Washington. This new pay rate will be the basis of any future YWCA salary adjustments. If you have worked in a YWCA agency previously and qualified for YWCA retirement, your deducted wages along with YWCA contributions will immediately be transferred to the YWCA retirement

DESCRIPTION

California Rural Legal Assistance needs an exceptionally dedicated full time regular Directing Attorney to manage the Santa Maria office. It is an ideal job for an experienced managing attorney who wants to join an effective, dynamic team working to make systemic change.

Reporting to the Executive Director and the Deputy Director, the CRLA Directing Attorney is responsible for the overall provision of legal services to the low income client community in the service area and the day to day operations of the local field office. This includes supervising, training and motivating local office staff to provide the highest quality legal services in accordance with CRLA program guidelines, the ABA Standards for Providers of Civil Legal Services and the Code of Professional Responsibility.

RESPONSIBILITIES

- Maintain an active caseload which consists of state and federal trial and appellate work.
- Supervise the activities of the CRLA local office staff attorneys, community workers and support staff in providing legal service to low income clients and client groups including advice, negotiation, litigation and administrative advocacy in accordance with CRLA priorities and case handling policies.
- Ensure that staff in the local office has accurate, timely, and complete information about the legal issues within the local office's scope of responsibility, including training in their basic office responsibilities.
- Evaluate staff on an annual basis including the identification of training needs to be incorporated into the office's six month work plan.
- Cooperate with the local office Director of Litigation, Advocacy and Training in the creation and implementation of the six month work plan.
- Encourage advocate staff to develop specialized knowledge in a substantive area of poverty law and to act as a resource for other staff through participation in at least one CRLA task force.
- Conduct weekly case review meetings to ensure that legal services provided are consistent with CRLA priorities, policies and procedures, and that they maximize office resources to provide the highest quality client service.
- Ensure that legal services provided are in compliance with LSC regulations, IOLTA requirements and the requirements of other grants to CRLA and the local office.
- Supervise staff in setting up local community education opportunities relating to legal rights and supervise the preparation of materials for these presentations.
- Act as liaison with the local community advisory board including setting up meetings, sending reports to the CRLA Board of Directors and working with the local board to identify annual office priorities.
- Cooperate with the Human Resources Department to ensure that all hires are completed in accordance with CRLA policies and procedures.
- Counsel and coach staff in performance, enlisting Human Resources as needed in cases where discipline is required.
- Cooperate with the Accounting Department in enforcing fiscally sound office procedures and ensuring a clean annual audit.

REQUIREMENTS

- Admitted to practice law before the court of any state.
- Admitted to practice law in the State of California or willingness to take the next California Bar Exam.
- Three years minimum experience managing law office and staff, preferably in a non-profit legal services environment.
- Three years minimum litigation experience, preferably in a non-profit legal services environment.
- Demonstrated commitment to working with low income clients.
- Excellent written and verbal communication.
- Ability to meet deadlines and perform multiple tasks while maintaining attention to detail.
- Good people skills and the ability to maintain positive relations with a diverse population.

SALARY: $42,000 - $67,500 based upon bar admission date, plus management bonus.
