POSITION SUMMARY: 
The Director of International Partnerships is part of the senior leadership of IWHC. Working closely with the President, s/he helps to set the strategic direction for the institution and oversees the work to identify, support and strengthen local non-governmental organizations (NGO) and leaders in Africa, Asia, Latin America, and the Middle East.
DUTIES & RESPONSIBILITIES:
  • As part of IWHC leadership, the Director will help to determine strategic and programmatic directions for the organization.
  • Working closely with the President and the Program staff, design, oversee and implement a program of financial and professional support to partners working on sexual and reproductive rights and health, including comprehensive sexuality education, sexual and reproductive health services for adolescents and young people, and access to legal and safe abortion.
  • Assess emerging opportunities for policy improvement and reform and program development in sexual and reproductive rights and health of women and young people in the Global South.
  • Build partnerships with leaders and leading organizations in the Global South. 
  • Develop and implement a portfolio of grants to partners. 
  • Develop and implement a program of technical assistance to partners and strengthen focus on particular areas, such as building capacities for advocacy, monitoring and evaluation, and institutional sustainability.
  • Work with the Director of Communications to develop strategies to tell the stories of our partners’ work to key audiences, and to strengthen our partners’ communications capacity.
  • Lead and manage the strategy, workplan, and budget for international partnerships and grants, and supervise program staff and oversee consultants.
  • Collaborate closely with IWHC advocacy and policy staff on policy work at the international and regional levels and in Washington DC. 
  • Represent IWHC in international and regional fora and with donors, the media, and professional audiences.
  • Contribute to the preparation of institutional documents and publications as needed. 
  • Assist with fundraising, including relationship building, proposal writing, and reporting.
  • Serve as a member of IWHC’s senior management team.
  • Other duties as assigned.
CANDIDATE PROFILE:
  • A minimum of ten years work experience in sexual and reproductive rights and health, women’s rights, or gender and development, including at least five years working in or with organizations based in the Global South.
  • Solid experience in strategic grant-making, including in designing and managing a portfolio of grants and engaging with grantees in developing and overseeing grants.
  • Experience in assisting organizations in institutional strengthening (e.g., strategic planning, budgeting, monitoring and evaluation, and staffing).
  • Passion for women’s rights and/or sexual and reproductive rights and health, especially building the voices and capacities of organizations and leaders in the Global South to advocate on these issues at national and regional levels.
  • Sensitivity to and knowledge of the political context and gender and human rights dimensions of that agenda; sound political judgment, tact, sense of humor and excellent interpersonal skills; proven ability to work cross-culturally.
  • Demonstrated ability to lead, mentor and supervise staff, as well as work with consultants, and to work collaboratively with a diverse staff.
  • Exceptional ability to think strategically and translate ideas into programmatic plans and actions. 
  • Masters degree in public policy, public health, human rights, international relations, or related field. 
  • Excellent writing and speaking skills.
  • Highly organized, with ability to remain graceful under pressure, manage competing priorities and meet deadlines. 
  • Willingness and ability to travel internationally and extensively.
  • Fluency in English; high degree of proficiency in Spanish and/or Portuguese strongly preferred. Other languages desirable.

S/he contributes to the design and implementation of a grants and technical assistance program; seeks and cultivates partnerships with leaders and leading organizations; maintains substantive knowledge of issues, policies and networks; writes and presents on a variety of topics; and collaborates closely with other IWHC program staff on policy work at the international and regional levels and in Washington DC. IWHC values teamwork and engages staff across functions; the Program Officer will therefore be expected to contribute to IWHC’s overall programmatic and organizational development.
DUTIES & RESPONSIBILITIES:

  • Support and strengthen the programmatic efforts of our partner organizations working in sexual and reproductive rights and health, including comprehensive sexuality education, sexual and reproductive health services for adolescents and young people, and access to legal and safe abortion. 
  • Identify potential partners and collaborators in Africa, Asia, Latin America, and the Middle East, and foster relationships with individuals and organizations that can contribute to policy reform and program development through advocacy, public education, and action research on the above issues.
  • Solicit, review, and help develop proposals with partners in line with partners’ own objectives and IWHC’s program goals; administer grants; monitor progress; assess impact and quality; and plan for sustainability.
  • Contribute to partners’ institutional effectiveness, either directly or through the use of consultants, with particular attention to monitoring and evaluation, strategic planning, program development, communications and fundraising.
  • With the rest of the Program team, monitor the International Partnerships work plan and budget, and document progress.
  • Continually assess emerging opportunities for policy improvement and reform and program development in SRRH of women and young people, especially in priority countries. 
  • Represent IWHC at regional or global meetings, initiate and participate in alliances and coalitions. 
  • Facilitate effective and strategic participation of NGO partners in IWHC’s international policy, US foreign policy and communications work.
  • Contribute to the management of IWHC’s grants data in GIFTS. 
Contribute to IWHC’s mission to promote and protect the sexual and reproductive rights and health of women and young people, particularly adolescent girls, and the overall development and strengthening of the organization: 
  • As a member of the Program team, participate in IWHC’s strategic thinking and planning for program directions and initiatives. 
  • Work with Communications staff to ensure synergy of support to partners and Communications efforts, including identification of writing and media opportunities.

PRIMARY PURPOSE & FUNCTION 
The Program Officer, International Policy works as part of the Advocacy and Policy Program team to influence global health policies and programs to prioritize sexual and reproductive rights and health and women’s rights, with a focus on UN processes and UN agencies, such as the UN Population Fund and the World Health Organization. S/he follows major global policy initiatives and agencies, provides substantive input to them, and mobilizes alliances to support IWHC’s positions. S/he cultivates relationships with colleagues and other stakeholders, maintains substantive knowledge of issues, policies and networks, writes and presents on a variety of topics, collaborates closely with other IWHC program staffon policy work at the national and regional levels and in Washington DC. 
With the Director of Advocacy and Policy and the President, s/he contributes to overall design, implementation and monitoring of IWHC’s international policy activities.  IWHC values teamwork and engages staff across functions. Therefore, the Program Officer, International Policy will contribute expertise, perspective and input to IWHC’s overall programs and organizational development.
DUTIES & RESPONSIBILITIES
 
Contribute to the design and implementation of overall International Policy activities:

  • Provide conceptual and strategic inputs to IWHC’s UN advocacy on sexual and reproductive health and rights, including on comprehensive sexuality education, youth-friendly sexual and reproductive health services, safe abortion, human rights and sexuality, and maternal health.
  • At the UN, advocate with governments and UN agencies on the above.
  • Represent IWHC at international meetings, initiate and participate in alliances and coalitions.
  • Conceptualize, write, present, and publish papers on selected policy issues. 
  • Design and convene seminars and issue-specific panels on selected topics, and commission papers for publication.
  • Identify and maintain ongoing relationships with a range of international actors.
  • Identify regional colleagues to participate in collaborative activities with international organizations. 
  • Serve as a resource on policy for IWHC staff, colleagues, and international organizations.
  • Provide leadership for IWHC’s Advocacy in Practice program in collaboration with other staff.
  • Design and manage grants in support of the International Policy program, monitor progress, and assess impact, and participate in discussions of IWHC’s overall grant portfolio.
