Emergency Supply Chain Coordinator, International Rescue Committee, Sierra Leone

Founded in 1933, the International Rescue Committee is a prominent international organization working in relief, rehabilitation, protection, post-conflict development, resettlement services and advocacy for those uprooted or affected by violent conflict and oppression.
The International Rescue Committee is in discussions to run a 24 (40)-bed, Ebola Isolation Unit (IU) in Bo, Sierra Leone. The Unit will be a high-capacity, isolated unit which will require the oversight of 87 staff including 7 international staff, over a period of 3 months. Given the magnitude of the need, the plan is to set up the Unit immediately. Staff safety is an absolute priority and strict adherence to infection control procedures with be undertaken to protect staff. Given the demanding nature of the work, staff will have ample rest time.
SCOPE OF WORK/RESPONSIBILITIES
  • Supply Chain Management
    • Responsible for logistics/supply planning through coordination with the government Central Medical Store, District Medical Store, the IRC Country Office and other supply chain partners.
    • Coordinate receiving, transportation, storage and distribution of medical supplies and equipment, specifically PPEs body bags and other Ebola essential items.
    • Monitor and assess supply operations and control mechanisms and advise on appropriate actions to take.
    • Develop and implement system to ensure a one-month buffer stock of critical supplies
    • Inform IRC IU clinical, and other country program staff of slow and fast moving inventory, upcoming distributions or deliveries, incoming materials and quality issues to ensure maximum use of available transportation, storage space, manpower and other resources
    • Communicate and report quality issues with respect to supplies and/or service agreements.
  • Fleet Management
    • Assess vehicle needs and provide recommendations on improving vehicle services.
    • Manage isolation unit drivers and vehicle usage
    • Develop simple dispatch system to track movement of ambulances to and from the isolation unit.
  • Procurement
    • Identify additional local, national, and international vendors in compliance with IRC policies.
    • Conduct procurement of supplies and equipment unavailable through the MoHS medical stores.
  • Asset Management
    • Ensure that all assets and property are properly managed in accordance with IRC policies.
    • Ensure proper tracking of all IRC assets movement and issuance, including continuous maintenance and update of program assets listing for review by the Senior Supply Chain Manager.
    • Make recommendations on asset disposal and replenishment.
  • Security and Safety Duties
    • Monitor the security situation in and around Bo and continuously update long-term security plans for IRC Bo compounds.
    • Provide assistance and oversight with regards to security procedures.
    • Orient new and continuing staff on security related issues.
  • Compliance
    • Maintain and implement the IRC standard procurement policies and procedures
    • Ensure that a transparent and responsive procurement process is implemented and maintained.
    • Identify potential vendors and establish an accountable and transparent system of business by strictly following IRC vendor relationship as indicated in procurement policies.
    • Ensure that compliance with policies is documented through systematic and random verifications of policy implementation and Supply Chain records, based on a schedule agreed with the DDO
    • Promptly inform the DDO /CD of any areas of concern of potential or suspected violations of policies and procedures
    • Ensure there is no negative audit observations/findings related to Supply Chain. If required corrective actions plans are developed & implemented to address audit findings
  • Staff Supervision & Development
    • Recruit, train, and manage logistics staff.
    • Directly supervise 3-5 logistics staff
    • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
    • Overall responsible for logistics staff work plans, work and vacation schedules, and staff training/development activities
  • Coordination & Representation
    • Develops and maintains effective coordination and long-term relationships with external stakeholders, representing IRC positions, promoting long-term strategy and resolving problems/conflicts
    • Work closely and coordinate with IRC clinical IU, finance and grant staff to ensure timely program activities and expenditures.
    • Represents IRC in District EOC Logistics pillar meetings.
  • Program Development
    • Advise on supply/logistics requirements for possible development of additional isolation/treatment centers.
  • Professional Standards
    • All IRC staff are required to adhere to THE IRC Way Standards for Professional Conduct and the IRC country employment policies.
REQUIREMENTS
The ideal candidate will have:
  • University degree in Supply chain Management, Logistics, Business Management or related field.
  • At least 3 years progressive management and leadership experience, including in health-related emergency supply chain management.
  • Experience in Africa essential, preferably in West Africa and experience in Sierra Leone a strong advantage
  • Significant experience in other logistics-related roles
  • Experience in supervising and managing others in a logistics capacity
  • Availability for a minimum of three months

The Isolation Unit Nurse will will be responsible for management and coordination duties for all aspects of the Ebola Isolation Unit and triage unit at Bo Government Hospital.
Under the direct supervision of the Health Coordinator (Ebola Case Management Coordinator) the responsibilities of the Isolation Unit Nurse will be to:
  • Assuming responsibility for overall clinical care at the IU. Ensure provision of appropriate medical care to all patients in isolation wards
  • Supervise national staff to provide direct patient care and rehydration, monitoring of patients, observations for symptoms for physician rounding, nutritional support, patient bathing and appropriate and caring communication with the patients
  • Maintain shifts and working schedules
  • Evaluations and performance maintenance
  • Communicate to HC any training needs or deficits of personnel
  • Provide training in infection control practices for national staff (nurses)
  • Ensuring that clinical management and infection prevention and control procedures are being applied by clinical staff according to a strict protocol

The ideal candidate will have an engineering or environmental health background and experience on water and sanitation for health facilities such as cholera treatment centers and disease-specific treatment units. "Highly desired criteria" include previous work in an isolation centre, highly contagious area or Level 4 biosafety area, experience working on viral hemorrhagic fevers (Ebola, Lassa, Marburg, etc.) and knowledge of infection control and prevention.
  • MA/S or equivalent in Civil, Environmental Engineering or Public Health (MPH) degrees, with Water and Sanitation specialization preferred.
  • Minimum of 5 years related program management experience in a development setting; direct services experience and previous work in Environmental Health/WASH programming preferred.

This is the largest Ebola outbreak in history and the first in West Africa. The outbreak in West Africa is worsening, WHO, CDC, INGOs and other local and international organizations are working to ramp up the response. On August 8, the World Health Organization (WHO) declared that the current Ebola outbreak is a Public Health Emergency of International Concern (PHEIC).
The International Rescue Committee is in discussions to run a 24 (40)-bed, Ebola Isolation Unit in Bo, Sierra Leone. The Unit will be a high-capacity, isolated unit which will require the oversight of 88 staff including 8 international staff, over a period of 3 months. Given the magnitude of the need, the plan is to set up the Unit immediately. Staff safety is an absolute priority and strict adherence to infection control procedures with be undertaken to protect staff. Given the tedious nature of the work, personal protective equipment which must be worn at all times in the heat and need for strict adherence to infection control protocols, staff will have ample rest time.
SCOPE OF WORK/RESPONSIBILITIES
Under direct supervision of the IRC Country Director, the Health Coordinator (Ebola Case Management Coordinator) will be responsible for running the IU on a day to day basis. The Health Coordinator will work with country teams to develop and/or finalize strategies based upon current standards, protocols and approaches for Ebola prevention and response. S/he will work with country teams to develop/finalize key guidance documents (as informed by WHO, CDC, and MSF related to Ebola Viral Disease (EVD) including case management, contact tracing and referral pathway protocols and standards.
The responsibilities of the HC will include:
  • Assuming responsibility for overall clinical care at the IU
    • Ensuring that clinical management and infection prevention and control procedures are being applied by clinical staff according to a strict protocol.
    • Providing direct patient care for complicated cases and advice on special cases (pregnant women, children, etc.)
    • Providing on the job training to clinical staff
    • Liaising with key treatment partners (WHO, MSF, MOH, CDC, IMC, etc.) to ensure proper coordination and to apply best practices
    • The hiring and training of clinical and ancillary national staff in, with the assistance of the WHO and the Ministry of Health. (If needed)
    • Supervising the EH coordinator and the supply chain coordinator and their respective areas of responsibility.
    • Monitoring the well-being of the staff and working with the HR coordinator and psychologist to address issues as they arise
    • Oversee donor and internal reports in collaboration with country and HQ technical teams.
    • Represent IRC at both internal and external coordination meetings to gather information and to inform IRC's ECM activities
    • This position will enter the wet area of the ETC
  • Staff Supervision & Development
    • Directly supervise IRC project's staff (16 people )
    • Analyses the context (environment, people/bodies involved, negotiations for access etc.) and the humanitarian issues at stake.
    • Proposes exploratory missions and organises them following the CD's approval.

Provides continuous analysis of the situation in the field whilst encouraging the participation of the national and international team under his (her) management in this task. In particular checks that the team knows the risks it is running.
    • Regularly defines and updates the Project's security policy and the measures to set up/already set up (in consultation with the teams) and submits it to the CD's for approval.
  • Other
    • Consistently and proactively monitor/assess the safety and security of the team; promptly reporting concerns or incidents to IRC management and liaising with community leaders and other external parties as required to maintain/enhance the security environment for IRC programs

The ideal candidate will be a physician with public health training who has clinical experience mostly in isolation wards and emergencies, desirable with demonstrated and repeated experience setting up isolation centers for viral hemorrhagic fevers or secondarily, field hospitals or cholera treatment centers. Demonstrated experience in supervising a team in the strict adherence to infection control is needed
  • MA/S or equivalent in Health or Public Health (MPH) degrees.
  • Minimum of 5 years related program management experience in a development setting; direct services experience and previous work in Health programming preferred.

RESPONSIBILITIES
  • Work to build out the organization's media profile

NARAL Pro-Choice New York and the National Institute for Reproductive Health seek a Writer to provide organization-wide content and editorial support. The Writer will be an integral member of the Communications Department, responsible for articulating our mission, refining our message, and communicating our work to a wide range of audiences. The Writer is charged with having an organization-wide perspective on the various programs and the ability to communicate that synthesized view to a broad public.

The ideal candidate is creative, energetic, self-motivated and has a strong commitment to the goals of the organization. The candidate should have experience writing on issues of reproductive health and rights, with attention to brand consistency. Experience writing about the political and legislative landscape of the choice movement is preferred. The candidate should be able to write clear, convincing and empathetic content that enhances the NARAL NY/NIRH brand and motivates audiences to take action. This position reports to the Communications Director.

RESPONSIBILITIES
  • Write content across a range of platforms that clearly articulates and illustrates the organization's mission and work. Content could include op-eds, letters to the editor, blogposts, email alerts, website content, organizational brochures and other marketing materials.
  • Write and edit development materials, such as annual reports and miscellaneous board materials
  • Write policy materials, such as white papers, memos, policy summaries, and relevant materials for internal and external use
  • Communicate the organization's programs and goals clearly and articulately, with attention to brand consistency
  • With other members of the Communications Department, develop concepts and copy for our social media campaigns
  • Find opportunities for the organization to enter and shape the conversation on reproductive rights and health
  • Provide technical assistance as needed to grantee and partner organizations related to communicating their work and messages
QUALIFICATIONS
  • 3-5 years of experience as a staff writer, journalist, or serving in a similar capacity for a non-profit organization or public relations firm
  • An ability to distill complex legislative and organizational information to convincing and engaging copy
  • Facility in writing for a variety of audiences and formats
  • Knowledge of reproductive health and rights and/or New York State policy and politics preferred
  • Ability to work collaboratively with staff across the organization

SUMMARY

QUALIFICATIONS
 
BA or BS in public health, health education and other health related field. Experience working in programs that serve low income children and families. Experience working with Latino children and families in a Head Start or pre-school setting. Must be bilingual.

DUTIES & RESPONSIBILITIES

► Assumes management responsibility for all health, dental and nutritional health services and activities of the Early Head Start programs.
► Manages the contract and oversee the work of the licensed dietitian or nutrionist.
► Writes health, safety and nutrition services plans for Early Head Start in consultation with staff, parents and community health care providers. Reviews and evaluates health, safety and nutrition service plans and make recommendations for corrective action, as needed.
► Serves as a liason for the Early Head Start programs with community programs providing health related services to low-income families. Develops partnerships with community agencies for support and services to Early Head Start children and families, and assures each enrolled infant/child and pregnant woman has a medical home.
► Develops and implements a process of on-going monitoring to assure each enrolled infant, toddler and child receives required health and dental examinations, and nutrition and sensory screenings as required by Performance Standards; that all identified concerns receive appropriate follow-up resolution; that each enrolled pregnant woman receives health services and information required by Performance Standards, a visit by a health professional within two weeks of delivery, and referrals to services, as needed.
► Provides direct health care and service in accordance with EHS policies and procedures.
► Arranges for the collection of data as needed to ensure compliance with pertinent legislation, regulations and laws; ensures timely and accurate reporting of data to Federal and State authorities. Analyzes data for evaluating, planning and improvement of services.
► Establishes and maintains a Health Services Advisory Committee composed of representatives of EHS parents, pediatric health care providers, dental care providers, nutrition service providers, mental health service providers, and infants/toddlers/children with disabilities.
► Maintains a positive public profile for all assigned programs. Provides leadership with an understanding of the diverse populations served. Participates in a variety of meetings, activities, and events to support EHS and its partners; attends and participates in professional group meetings and trainings.
► Assures parent participation in the health/nutrition services programs and activities by encouraging parents to be present for all health and dental screenings and procedures; informs parents immediately of the results of screenings and assessments; provides parents with education and training in first aid, nutrition, and a wide variety of health related topics.
► Meets regurlarly with the Early Head Start Director and managers; meets with other staff as needed. Schedules and/or attend case conferences, parent conferences, case reviews, IEP/IFSP meetings, staff meetings, parent meetings, in-service and pre-service meetings, and other meetings.
► Performs other job related tasks as required.

SUMMARY

Uses team approach to assist consumers who are HIV positive or at high risk for HIV infection, to change risk behaviors and reduce the transmission of HIV and AIDS. During both daytime and evening shifts (includes combination of 9am-5pm, 2pm-10pm, 4pm-12pm or 12 midnight -8am), reaches out to target populations including commercial sex workers, intravenous drug users, other substance users, and people with multiple HIV risk factors. Performs outreach activities in communities of color and where consumers congregate including methadone clinics, shooting galleries, strolls, community parks and street corners. Establishes trusting relationships and provides street based services including emergency food, transportation, HIV counseling and rapid testing, Hepatitis C risk assessments and referrals to Project Street Beat mobile medical unit for services.

Enrolls consumers into the program by completing intake forms and documenting progress notes appropriately. Refers appropriate consumers to the case management component of Project Street Beat or other community-based organization for service plan development and intensive services.

QUALIFICATIONS

Requires Associates degree or equivalent appropriate life/professional experience. Must have minimum 2 years of experience working with target populations that have a wide range of social problems, including but not limited to prostitution, involvement with the criminal justice system, intravenous substance use and extended periods of homelessness due to child abuse and neglect and other family-related issues. Bilingual Spanish/English preferred but not required. A valid New York State driver's license devoid of any violations is required. Must have HIV medical overview and HIV pre- and post-test counseling certificates of attendance.

Salary range: 29,000 - 33,000

ESSENTIAL FUNCTIONS

Oversee and coordinate intervention trials and evaluation studies, including ensuring that studies are enrolling according to goals; support staff to meet these goals using data-driven problem-solving
  • Develop and implement standard operating procedures (SOPs) and study specific protocols (SSPs) and ensure adherence of study staff to protocols and the principles of Good Clinical Practice (GCP)
  • Provide supervision and training to research staff; ensure that study staff are up-to-date with all training requirements, licenses and certifications
  • Oversee, plan for, and problem-solve the data needs of the Unit including creation and modification of Access-based questionnaires, case report forms, and databases
  • Create, oversee, and manage the quality control systems for research records and study data
  • Independently manage regulatory affairs of the Unit including preparation of IRB submissions for initial review, modification, renewal, and study close-out, as well post-approval IRB reporting
  • Facilitate weekly meetings and prepare and present information to regulating agencies such as the Data Safety Monitoring Board (DSMB) and funding agencies such as the National Institute on Drug Abuse (NIDA).
  • Supervise and manage consultants and contractors such as text-messaging vendors, electronic medication monitoring systems, compounding pharmacies, and local laboratories
  • Problem-solve and manage laboratory issues and supplies; conduct quality control checks of result logs for urine tests, blood tests, and HIV tests
  • Contribute to the coordination and writing of grant and manuscript submissions for the Unit
  • Plans for unit staffing needs including hiring, training and supervising Research Associates and recruitment staff.
  • Supervise research associates and other staff working on pharmacologic studies, provide guidance as a supervisor, conduct regularly scheduled supervisory meetings with supervisees

JOB QUALIFICATIONS

Experience
  • 3+ years conducting/coordinating studies in public health, medical, substance abuse, or social services fields
  • Proven high-level of attention to detail and ability to function independently and perform multiple critical tasks simultaneously under dynamic circumstances and competing deadlines
  • Familiarity with research processes including outreach, protocol development, regulatory submissions, and QA monitoring
  • Experience writing detailed reports or IRB submissions
  • Strong interpersonal and communication skills (both verbal and written)
  • Proficient computer skills including experience with Word, Excel, EndNote and PowerPoint
  • Proficiency in data management (MS Access, SQL, Visual Basic) and/or computer coding experience
  • Knowledge of HIV prevention and harm reduction principles and experience with diverse communities, particularly communities of color, gay/ lesbian/ bisexual/ transgender communities
  • Knowledge of federal and state laws, regulations, policies and procedures related to the protection of human subjects and confidentiality of research records

Since 1989, the Women’s Refugee Commission has advocated vigorously for laws, policies and programs to improve the lives and protect the rights of refugee and displaced women, children and young people—bringing about lasting, measurable change.

ABOUT THE REPRODUCTIVE HEALTH PROGRAM
The Sexual and Reproductive Health (SRH) Program promotes quality, comprehensive reproductive health care for crisis-affected women, men and youth in the areas of maternal-newborn health, family planning, STI/HIV/AIDS and gender-based violence. The SRH Program:
  • Ensures that reproductive health is on the agenda of humanitarian assistance organizations, development agencies, policy makers and donors.
  • Participates in the seven-member Reproductive Health Response in Crises (RHRC) Consortium and the Inter-agency Working Group (IAWG) on Reproductive Health in Crises.
  • Advocates for the Minimum Initial Service Package (MISP) for Reproductive Health to be implemented in the earliest days of an emergency, and integrated into emergency preparedness plans.
  • Produces tools and field-friendly guides on the MISP, maternal health, family planning, HIV/AIDS, STIs, gender-based violence, emergency contraception and emergency obstetric care for humanitarian workers to better implement reproductive health activities in emergency settings.
  • Provides grants and technical assistance to local nongovernmental organizations in Thailand to expand and strengthen sexual reproductive health services, particularly for adolescents.
  • Advocates for the international community to undertake a comprehensive multi-sectoral approach which protect women and girls from sexual violence and traditional practices in displaced settings.
ABOUT THE INTERNSHIP
This internship is best suited to students of public health with the desire to obtain experience in a professional advocacy organization. It will provide the opportunity to work closely on sexual and reproductive health advocacy issues, attend internal organizational presentations as well as external meetings and contribute to the daily work of the SRH Program. The SRH Program makes every attempt to respond to the interests and educational goals of the intern.

SPECIFIC ACTIVITIES
  • Conduct background research and draft literature reviews and other written material for RH program priorities, including disaster risk reduction, adolescent sexual and reproductive health, disabilities and other areas as they arise.
  • Provide support to projects on adolescents, disaster risk reduction, disabilities and the IAWG’s global evaluation on SRH in humanitarian settings.
  • Work with the IAWG Coordinator to provide updates to the RHRC Consortium website (www.rhrc.org) on a periodic basis, including Facts/Stats.
  • Attend relevant meetings and conferences.
  • Other tasks as required.
LEARNING OUTCOMES
  • To learn various data collection and analysis methods pertaining to adolescent SRH, disabilities and SRH, among other SRH-related topics in humanitarian settings.
  • To understand the research to action model and how research translates into advocacy among different stakeholders for SRH in humanitarian settings.
