The International Rescue Committee (IRC) is one of the largest humanitarian agencies in the world, providing relief, rehabilitation and post-conflict reconstruction support to victims of oppression and violent conflict. IRC has worked for over seven decades and today is involved in over 25 areas affected by conflict. We address both the immediate, life saving needs of conflict-affected people in an emergency and the reconstruction needs in post-conflict societies.

The IRC aims to achieve a world in which women and girls pursue their potential, free from violence and inequality. We invest in research with women and girls to 1) better understand the realities, lives and priorities of the women and girls with whom we work, particularly in relation to violence and abuse; 2) inform more woman-centered and responsive program design; 3) evaluate program impact; and 4) influence approaches and interventions in the wider humanitarian and development sector.

SCOPE

This position provides technical support to research on women's empowerment and violence against women and girls in countries in conflict, crisis, post-conflict and post-crisis settings.

RESPONSIBILITIES

Lead the design and implementation of research in collaboration with technical advisors, field programs and research partners,
Present and publish research findings in academic journals and practitioner-focused outlets;
Contribute to or lead the development of concept notes and proposals for research projects.
Share the latest research on women's empowerment and violence against women and girls with technical units and field programs to support evidence-based programming
Proactively develop and manage partnerships with academics, consultants and other organizations that conduct related research
Represent research across the organization, serving as a key resource to IRC staff seeking information, including external relations and advocacy departments. Respond to field queries regarding research and evaluation and present findings in actionable terms.
Represent research and IRC in outside meetings and academic forums with donors, other non-governmental organizations, inter-agency working groups, foundations and other practitioners in the field.

QUALIFICATIONS

Ph.D. in public health or relevant field. Strong quantitative or qualitative training and expertise.
A minimum of 3 to 5 years of research experience is required, preferably within a humanitarian, international development setting.
Research related to women's empowerment or violence against women and girls.
Experience of research design in the context of violence and abuse, including a depth of understanding of the specific ethical and safety issues.
Demonstrated expertise in quantitative or qualitative methodology.
Strong verbal and written communication skills.
Demonstrated commitment to research as a tool of social change.
Demonstrated understanding of feminist research theory and practice.
Proficiency in a non-English language is highly desirable, French or Arabic is preferred.
Up to 40% travel may be required.

DEPARTMENT
CYPD Technical Unit The Child and Youth Protection and Development (CYPD) 
Technical Unit works towards the protection and development of children and youth and consists of three sectors; Child Protection, Education and Youth & Livelihoods. Together these sectors promote the wellbeing of children and youth through working across a child's or youth's environment with families, communities, civil society, markets and government and through safe and developmentally appropriate programs across age groups. The Child Protection sector works towards preventing and responding to abuse, exploitation and neglect of children. The IRC believes that strong child protection systems are essential to ensuring that children are safe, cared for and have access to services and support. As part of its 5 year strategic, the Child Protection sector is investing in "social workforce development and support" as a priority with a specific focus on timely, quality and coordinated case management practices.
PURPOSE 
The Child Protection Technical Adviser will be responsible for advancing the work on case management for children. This includes tool development, country support, interagency coordination and fundraising. This position will reports to the Senior Technical Adviser for Child Protection. This is a maternity cover starting on 1st October 2013 for a period of 9 months, with a possible extension to 12 months.
DUTIES & RESPONSIBILITIES
  • Lead and grow child protection technical priority of 'Case Management':
    • Manage TU-level grants and work towards securing further funding for this area of work
    • Identify and develop relevant partnerships for this area of work
    • Develop tools and products for this area of work, thereby integrating the IA CP IMS, BID and CCS
    • Participate in the work of the IA CP IMS Steering Committee
    • Coordinate inter-agency work on case management as part of CPWG work plan
      • Manage the consultants supporting IRC in this work
      • Finalize the training materials for case management
      • Finalize the guidelines for case management
      • Identify potential funding opportunities for the CM taskforce work into 2014-15
  • Support country programs starting or already implementing case management
    • Provide remote and/or in-country technical support and guidance to country programs, with a specific focus on case management and case management related work.
    • Provide technical review and support to country programs in proposal development, donor reporting and donor relationships as appropriate
  • Contribute to other tasks advancing the global CP team:
    • Represent CYPD/CP in external meetings
    • Liaise with other technical units as appropriate
QUALIFICATIONS, SKILLS & EXPERIENCE
  • Minimum of Master's Degree or equivalent in social work, social sciences, law, psychology, education or other related field
  • At least five years experience in managing or implementing international relief programs in the child protection sector
  • Strong background in case management practice and direct experience on the IA CP IMS
  • Experience in developing guidelines, procedures and writing reports and technical materials
  • Excellent communication, leadership, facilitation and interpersonal skills
  • Ability to work effectively at multiple levels and with multiple stakeholders
  • Budget management skills
  • Ability to work independently and balance multiple tasks
  • Willingness to travel up to 30% of time, potentially to insecure areas
  • Competent in Windows, MS office programs, excel, email and database experience

BACKGROUND

The Women’s Refugee Commission (WRC) works to improve the lives and defend the rights of refugee and internally displaced women, children and young people. SCOPE OF WORK

The WRC will undertake a year-long project focused on ensuring livelihood programs implemented during emergencies are effective and safe for participants, that they do not heighten risks of sexual and gender-based violence but, in fact, help to mitigate those risks. The Program Officer will conduct assessments of livelihood programs implemented during emergencies, review partner NGOs proposals to see how protection and risk mitigation are included, and develop field guidance for emergency responders, humanitarian practitioners and donors.

ESSENTIAL JOB FUNCTIONS

Program Implementation

  • Identify and coordinate/partner with NGOs implementing livelihood programs in emergencies.
  • Undertake 1 – 2 field assessment missions to real-time emergencies to analyze and document if and how protection and risk mitigation is being included in emergency livelihood programs.
  • Review livelihood project proposals and assess if/how protection and risk mitigation are/are not being included.
  • Analyze findings and capture learning in summary report.
  • Design guidance for emergency responders and donors on building protection and risk mitigation into their emergency livelihood programs.
  • Develop distribution strategy for guidance document.
  • Prepare and assist with implementation of advocacy/communications strategy for guidance launch and rollout.
  • Engage humanitarian economic programming practitioners in the Commission’s livelihood work.

Financial Responsibilities

  • Prepare donor reports
  • Oversee and manage project budget.
  • Coordinate with the Senior Finance Officer on donor financial reporting requirements.

Research and Writing

  • Manage and conduct desk and field research and assessments, as needed, to further develop and refine program guidance and collect further data.
  • Write, edit, produce and distribution of program documents, including reports, guidance, possible journal articles and other materials.

Advocacy and Public Education

  • In collaboration with senior staff, develop, implement and support advocacy campaigns designed to enhance economic opportunities for displaced women and youth.
  • Provide technical expertise and policy advice internally (Women's Refugee Commission staff and board) and externally (policy makers in governments, UN agencies, NGOs) on economic issues affecting displaced women and youth.
  • Represent the Women's Refugee Commission on refugee livelihood issues to a variety of audiences, including with policy makers, government and U.N. officials, at public events, meetings, conferences, with media, and other venues as appropriate.

REQUIREMENTS

  1. Master’s Degree in international affairs, economics, political science, non-profit management or related field.
  2. Minimum 5 years of field experience in humanitarian assistance including in emergency contexts – ideally implementing economic programs serving displaced populations.
  3. Minimum 2 - 3 years project management experience in refugee protection and humanitarian assistance and emergency response programs.
  4. Demonstrated knowledge and expertise in economic programs targeting displaced populations (refugees, internally displaced persons, and/ returning populations).
  5. Strong research skills covering qualitative and mixed method research methodologies, literature reviews, and research analysis.
  6. Excellent writing and communication skills, including synthesis of research findings, policy analysis and reports to donors.
  7. Proven record of effective project management, demonstrating the ability to ensure that projects are carried out on time, within budget, and producing products of excellent quality.
  8. Strong organizational skills..
  9. Ability to travel – approximately 20% time.
  10. Proven record as a team player, demonstrating flexibility and diplomacy.

BACKGROUND

Since 1989, the Women’s Refugee Commission has advocated vigorously for laws, policies and programs to improve the lives and protect the rights of refugee and displaced women, children and young people—bringing about lasting, measurable change.

ABOUT THE REPRODUCTIVE HEALTH PROGRAM
The Sexual and Reproductive Health (SRH) Program promotes quality, comprehensive reproductive health care for crisis-affected women, men and youth in the areas of maternal-newborn health, family planning, STI/HIV/AIDS and gender-based violence. The SRH Program:
  • Ensures that reproductive health is on the agenda of humanitarian assistance organizations, development agencies, policy makers and donors.
  • Participates in the seven-member Reproductive Health Response in Crises (RHRC) Consortium and the Inter-agency Working Group (IAWG) on Reproductive Health in Crises.
  • Advocates for the Minimum Initial Service Package (MISP) for Reproductive Health to be implemented in the earliest days of an emergency, and integrated into emergency preparedness plans.
  • Produces tools and field-friendly guides on the MISP, maternal health, family planning, HIV/AIDS, STIs, gender-based violence, emergency contraception and emergency obstetric care for humanitarian workers to better implement reproductive health activities in emergency settings.
  • Provides grants and technical assistance to local nongovernmental organizations in Thailand to expand and strengthen sexual reproductive health services, particularly for adolescents.
  • Advocates for the international community to undertake a comprehensive multi-sectoral approach which protect women and girls from sexual violence and traditional practices in displaced settings.
ABOUT THE INTERNSHIP
This internship is best suited to students of public health with the desire to obtain experience in a professional advocacy organization. It will provide the opportunity to work closely on sexual and reproductive health advocacy issues, attend internal organizational presentations as well as external meetings and contribute to the daily work of the SRH Program. The SRH Program makes every attempt to respond to the interests and educational goals of the intern.

SPECIFIC ACTIVITIES
  • Conduct background research and draft literature reviews and other written material for RH program priorities, including disaster risk reduction, adolescent sexual and reproductive health, disabilities and other areas as they arise.
  • Provide support to projects on adolescents, disaster risk reduction, disabilities and the IAWG’s global evaluation on SRH in humanitarian settings.
  • Work with the IAWG Coordinator to provide updates to the RHRC Consortium website (www.rhrc.org) on a periodic basis, including Facts/Stats.
  • Attend relevant meetings and conferences.
  • Other tasks as required.
LEARNING OUTCOMES
  • To learn various data collection and analysis methods pertaining to adolescent SRH, disabilities and SRH, among other SRH-related topics in humanitarian settings.
  • To understand the research to action model and how research translates into advocacy among different stakeholders for SRH in humanitarian settings.

DESCRIPTION

The Women's Refugee Commission is a research advocacy organization that seeks to improve the lives and protect the rights of women, children and youth displaced by conflict and crisis. We research their need, identify solutions and advocate for programs and policies to strengthen their resilience and drive change in humanitarian practice.

The Women's Refugee Commission is legally part of the International Rescue Committee, a nonprofit 501 (c) 3 organization. The Women's Refugee Commission receives no direct financial support from the IRC.

Position Summary

The Intern will support the Women's Refugee Commission Disability Program in two projects:
  1. Promoting access and inclusion for displaced populations with disabilities which is piloting change in practice at field levels with UNHCR; analyzing, documenting and sharing lessons learnt; and advocating for change globally with humanitarian stakeholders.
  2. Building capacity for disability inclusion in gender based violence programming in humanitarian settings which is building the evidence base on effective strategies for disability inclusion in GBV prevention and response.

Products and Activities (will include some or all of the following):

  • Conduct desk based research and review of available literature on strategies and approaches for disability inclusion in GBV programming
  • Contribute to a mapping of disability inclusion in GBV programming through:
    • Collation of available statistics
    • Review of project reports
    • Design and implementation of questionnaires and conducting interviews with humanitarian stakeholders
  • Develop a database of organizations and actors to target for advocacy, communications and networking on disability inclusion in humanitarian action
  • Attend meetings as a representative of the Women's Refugee Commission, taking notes and summarizing relevant information in written form
  • Assist with administrative duties, including drafting letters, editing reports and other activities as required

DESCRIPTION

The World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. We are currently seeking to fill the position of Nutrition Policy Officer P3, based at our Headquarters in Rome, Italy.
The Nutrition Policy Officer will report to the Head of Nutrition and HIV Unit within the Programme, Policy and Innovation Division and be responsible for the following key duties:
  • Provide support for the formulation and reporting on policy for nutrition and HIV/TB;
  • Ensure WFP's HIV & TB Policy and Nutrition Policy are implemented appropriately in different contexts through advising and supporting Regional Bureaux and Country Offices;
  • Support the development and regular updating of nutrition programme guidance for use by Country Offices, Regional Bureaux, and Headquarters' Divisions, and ensure knowledge transfer between regions in prioritized thematic areas, in coordination with other knowledge sharing efforts;
  • Provide normative and technical review of nutrition components of project documents in the Policy Review Committee, and provide policy and technical guidance as needed to improve the effectiveness of WFP activities;
  • Identify, research, and analyse policy issues, suggest strategies, and assist in the preparation of policy papers related to the operations of nutrition in particular, and to food assistance and food security in general;
  • Consolidate information from Regional Bureaux and provide inputs on WFP Nutrition Programming for the Annual Performance Report;
  • Contribute to the enhancement of WFP's leadership status in different forums on subjects related to nutrition; participate in nutrition related subgroups and task forces;
  • Support operations research and evidence building;
  • Represent WFP in selected international meetings on nutrition, food security, emergency humanitarian relief and development related issues;
  • Assist with strengthening the capacity for nutrition within WFP;
  • Perform other related duties as required.
QUALIFICATIONS AND EXPERIENCE REQUIRED
Education:
  • University degree, preferably at the advanced level, in Nutrition, International Health & Nutrition, Public Health & Nutrition Policy and Management, Family Health & Nutrition, Food Security, Food Technology or other related fields.
Experience:
  • At least five years (two of which international) of postgraduate progressively responsible professional experience in nutrition, public health, international development, emergency assistance and/or operational aspects of national, bilateral or multilateral food assistance, with a strong preference to work in humanitarian and development nutrition programmes;
  • Experience in planning and/or managing nutrition programmes including treatment as well as prevention and micronutrient programmes;
  • Experience with programming of food assistance in emergency, protracted relief and recovery and/or development contexts;
  • Experience with policy and advocacy at different levels (international, national, subnational);
  • Experience with survey methodologies, nutrition assessment, operation research and relevant data analysis;
  • Food security and multi-sector programme knowledge and experience are desirable.
Technical Skills & Knowledge:
  • Familiar with the latest developments/issues in nutrition, particularly in relation to CMAM, micronutrients, prevention of stunting, food security and nutrition;
  • Knowledge of conducting research and ability to collaborate with researchers so as to add to the evidence base which will facilitate WFP's work;
  • Understanding of roles/responsibilities of different UN agencies with respect to nutrition;
  • Proficiency in MS Office (Word, Excel, Powerpoint, Outlook) and nutrition/ public health software (i.e. EPI INFO, STATA or SPSS).
Competencies:
  • Excellent written and oral communications and presentation skills;
  • Strong analytical and negotiation skills;
