GAPS is the UK civil society network monitoring and advocating on the UK government’s commitments to women, peace and security. The GAPS Director will be responsible for coordinating, facilitating and developing the GAPS network and its members in their joint GAPS activities and initiatives. The role works closely with the GAPS Management Committee and GAPS Advisory Board. Externally, the primary role is high level influencing work. Internally, the post requires ability to facilitate and support a diverse coalition of member organisations, the management of part-time staff and all fundraising for the network.

The ideal candidate will have experience of working with networks; experience of policy and influencing work on women’s rights, gender and peace building or development; as well as excellent communication and networking skills and knowledge of project management; budgeting and fundraising.

Mass. NOW is a multi-issue progressive feminist organization pushing for equality on multiple legislative fronts. During the upcoming session, Mass NOW will be supporting a number of bills and seeks a motivated, detail-oriented intern to help track legislation for the upcoming Massachusetts session. The intern would work closely with the Programs and Policy director, the VP of Legislation, and the legislative task force to push forward Mass NOW's legislative agenda. The Legislative Task Force Intern will work the VP of Legislation and will be responsible for monitoring activities and actions within the General Assembly during the session.
DUTIES
  • Track pending legislation in the current session, and record lead sponsors, co-sponsors, and votes on bills.
  • Keep track of dates for bill filing, amendment filing, and hearings.
  • Set up and maintain media alerts on Mass NOW's priority bills
  • Draft fact sheets on legislation
  • Collect stories from members and allies to support legislative efforts
  • Attend legislative hearings & legislator office visits
  • Update the VP of legislation and task force members about pending legislation
  • Prepare legislative outreach materials, including action alerts, advocate and legislator briefs
QUALIFICATIONS
  • Strong interest in legislative process and policy advocacy
  • Detail oriented
  • Experience in public policy and advocacy is a strong plus
  • Experience researching and tracking state and federal legislation
  • Strong organizational skills

DESCRIPTION

The Women’s Refugee Commission (WRC) advocates vigorously for laws, policies and programs to improve the lives and protect the rights of refugee and internally displaced women, children, and young people, including those seeking asylum – bringing lasting, measurable change.  The Women’s Refugee Commission is legally part of the International Rescue Committee (IRC).


SCOPE OF WORK

This position is a short-term (5 month) consultancy from approximately May 1, 2013 to September 30, 2013 dependent on hours worked and final negotiation of deliverables.

Through its role as the lead coordinator for the women’s immigration reform policy table, the Migrant Rights and Justice program (MRJ) of WRC is playing a leadership role in the national effort to ensure that women and their families are not left out of immigration reform. In this capacity, MRJ is responsible for integrating the work of the women’s table into that of the larger Alliance for Citizenship policy table, coordinating the efforts of the women’s table to advance immigration legislation that addresses the needs of women, and linking the work of the policy table to the communications and organizing efforts being carried out by multiple partner campaigns and coalitions.  The Consultant will support the work of the women’s immigration reform policy table by providing expert policy analysis, drafting legislative language and supporting materials, informing the communications and field efforts, and engaging in public education across a wide range of priority issues.  The policy table’s priority issues include legalization, family unity, future flows, worker rights, protection, and health care/economic security.

The consultant will provide support on all aspects of the policy table and will work in consultation with the Senior Program Officer, Migrant Rights and Justice and Director, Migrant Rights and Justice.

The consultancy is based in Washington DC. Payment will be monthly upon completion of predetermined deliverables, and will be commensurate with experience.

Deliverables are as follows:
  • June 1: Submission of a progress report detailing work carried out during the month of May
  • July 1: Submission of a progress report detailing work carried out during the month of June
  • August 1: Submission of a progress report detailing work carried out during the month of July
  • September 1: Submission of a progress report detailing work carried out during the month of August
  • October 1: Submission of final report detailing work carried out during the month of September and overall achievements related to the inclusion of women in immigration reform

ESSENTIAL JOB FUNCTIONS

Work in coordination with the Senior Program Officer, Migrant Rights and Justice, to support and advance the policy priorities of the women’s policy table
  • Participate in weekly and emergency policy table meetings and assist with the development and facilitation of agendas
  • Track, disseminate, and help respond to legislative developments and rapid response requests from the Alliance for Citizenship policy table; assist in distributing rapid response requests to the women’s table and ensuring expedient and thorough follow-up from a women’s perspective
  • Review and draft written analysis of proposed legislation for its effect on women and their families
  • Draft legislative language, amendments, affirmative and defensive policy fact sheets, vote recommendations, statements of principles, and other written materials to support full inclusion of women in immigration reform
  • Conduct educational meetings with Members of Congress to expand their understanding of the effects of immigration law, policies and practice on women and their families
  • Help provide regular written and oral updates to communications and field campaigns to ensure their efforts are calibrated to policy development

THE POSITION OF FISCAL DIRECTOR
It is the responsibility of the Fiscal Director, under the supervision of WCRP's Executive Director, to support organizational financial planning and to ensure adequate financial record keeping assuring compliance with organization and contractual obligations.
SPECIFIC RESPONSIBILITIES
Financial Planning
  • Develop in conjunction with executive team
    • A multi-year strategic plan
    • Annual team financial plans
  • Develop a chart of accounts that facilitates tracking of financial planning objectives
Budgeting & Managing Budgets
  • Prepare annual organizational budget in a timely manner
  • Prepare & maintain project budgets to properly track program expenditures
  • Maintain monthly budget report (including narrative) highlighting variances and potential budgetary issues
  • Work with deputy director and coordinators in the establishment & monitoring of budgets
  • Initiate budget revision when needed to funding sources.
  • Establish & utilize budget controls to ensure compliance with organization mission
Managing Program & Operating Finances
  • Ensure proper classification of all expenditures and related revenues
  • Develop and maintain cost allocation system for all indirect costs
  • Ensure expenditure & activity compliance with various grant requirements
  • Maintain general ledger for WCRP operating accounts
  • Ensure that payroll is prepared for outside service bureau
  • Develop a labor allocation system for charging grant related payroll costs
  • Review payroll tax payments & reports
  • Assist in preparation of annual tax filings
Managing Cash Flow, Receivables & Payables
  • Manage organization cash flow (review cash flow report with executive team)
  • Establish a long term cash projection model to alleviate fund shortages
  • Prepare billings & financial reports to funding sources on a timely basis
  • Maintain proper cash balance reserves for WCRP operations
  • Develop a relationship with financing institutions for WCRP cash needs
  • Maintain an aged A/R & A/P report for all invoices to ensure timely payments
  • Maintain regularly scheduled check runs
  • Support Finance Committee in monitoring WCRP investments
Credit & Collections
  • Establish tracking system for outstanding receivables
  • Ensure that all grant requirements are met when billing for grant reimbursements
  • Establish relationship with grantor agencies to assist in timely reimbursement
  • Establish relationship with regular vendors (in conjunction with Administrative Coordinator) to allow program objectives
Reporting
  • Maintain monthly reports that include budgeted, actual, projected expenses & revenues with highlighted variances and issues (to be reviewed by executive team and placed on shared drive)

  • Establish cash flow projection reports
  • Develop quarterly statements of financial position & activities

Internal Controls

Housing Development

Administrative

POSITION
Summary Description
This position provides support to two projects related to LGBT youth in the child welfare and juvenile justice systems: 75% time will be spent on a policy project aimed at reducing the number of LGBT youth in out-of-home placement, and 25% time will be spent collecting and analyzing survey and interview data on LGBT youth in the juvenile justice system.
Major Duties and Responsibilities
This individual will be responsible for the following tasks.
  • Co-facilitating collaborative meetings.
  • Developing relationships and collaborating with other organizations completing similar work.
  • Developing anti-discrimination policies, data collection protocols, and data sharing agreements.
  • Managing the collection and coding of interview and quantitative data.

Minimum one to two years' experience. Must be detail-oriented, organized, and enthusiastic.
The ideal candidate will have expertise in the involvement of LGBT youth in multiple social service agencies. The majority of LGBT youth are also youth of color. Therefore, the ideal candidate will demonstrate cultural competency within the LGBT, Latino, Native American, First Nations, and/or African American communities.
Technical Skills
  • Proficiency in MS Office applications, including Outlook, Word, Excel, and PowerPoint.
  • Use of web-meeting technologies not required, but a plus.
Work schedule: Full-time position at 35 hours per week

Research & Policy Intern

  • Supporting Staff Attorneys in the delivery of free legal services to young victims of dating abuse, including client intake, safety planning, case preparation, court accompaniment and drafting legal documents.
  • Conducting legal, legislative and policy research with the aim to write on various domestic violence, family, criminal and general public interest law issues.
  • Assisting with the creation of advocacy and educational materials.
  • Responding to requests for help and maintaining our nationwide referral system.

Policy Intern

Policy Interns gain hands-on public policy experience working with Policy and Technical Assistance staff.
