Bellmon Estimation Studies for Title II (BEST) Project

The USAID-BEST Project analyzes local markets to assess the impact of a potential food assistance program on a country's local economy. USAID-BEST recommendations include practical steps donors and private voluntary organizations can take to ensure food security program design supports local markets to reach critical food security goals. The USAID-BEST Project presents these findings and recommendations in a Congressionally mandated report often referred to as a Bellmon analysis.

THE POSITION

A member of a Washington D.C.-based research and analytical team, the senior research analyst will conduct primary and secondary research on food security programs and household food security in low income food deficit countries and relevant regional markets. As part of a close knit team, the senior research analyst will analyze programmatic interventions to assess targeting methods and determine the appropriateness of different types of food assistance (in-kind, monetized, local or regional procurement, cash, or vouchers) to address food insecurity to ensure potential responses will do no harm to local markets. The team member will play a key role in field work for individual research studies.

THE CANDIDATE

•The successful candidate will have an advanced degree in a relevant field in agricultural economics, nutrition, international development, rural poverty studies, or other relevant degree. •Demonstrated experience researching household consumption patterns, food resources, and household food security is required. •He/she should also have direct work experience with the implementation and/or analysis of food assistance programs (USAID Food for Peace, USDA, WFP, etc.). •Experience conducting external evaluations of food assistance programs is highly desirable. •Experience (professional or academic) in maternal and child health and nutrition as it relates to household food security and livelihoods is highly desirable. •Experience with major donor organizations or research institutions involved in food assistance or food security analysis (e.g., USAID, USDA, WFP, IFPRI, universities) is highly preferred. •Experience with implementation or research of local and regional procurement, cash, and voucher programming is highly desirable. •Demonstrated superior command of data analysis and facility with technical report writing are required.

This is a full-time, long-term position on a project which runs through February 2015, with possible extensions. Up to 25 percent international travel required. Proficient French strongly preferred; other language qualifications are a plus. The position calls for an analytical thinker, a creative problem solver, and exceptional written and oral communication skills. The successful candidate will also function well within a close-knit and collaborative team environment.
