JOBS SUPERVISES: TwoAssociate II and Country Director positions (that are based overseas);
a Senior Associate (based overseas); a Project Director SEARCH (based in Washington D.C.); Two Associate I positions (based in Washington, D.C.; and Communications Associate (based in Washington D.C.)
ASSIGNMENT LENGTH: Two years, renewable by mutual consent and availability of funding.
POSITION SUMMARY:
The Population Council is seeking an experienced health or social scientist to serve as its Director, HIV and AIDS Field Research and Programs. The Council's HIV and AIDS Program seeks to understand and slow the spread of the HIV epidemic; enable people to reduce the negative impact of HIV on their lives and their families, communities, and societies; and expand the access of underserved groups to innovative products and services that have documented effectiveness. The program is structured in two, interrelated areas of research: 1) microbicides research and development at the Council's Center for Biomedical Research, headed by the Director of Biomedical HIV Research; and 2) a diverse portfolio of social, behavioral, and public health research — concentrated in sub-Saharan Africa and Asia — to be headed by the Director, HIV and AIDS Field Research and Programs.
Reporting to the Vice President and Director of the HIV and AIDS Program, the Director, HIV and AIDS Field Research and Programs will provide intellectual leadership and technical direction for the field research and programs through management of diverse projects and staff, leading research studies, fundraising, quality assurance, and communications and representation activities. In addition, s/he will work closely with the Program Director and the Director of Biomedical HIV Research to provide strategic direction for the overall program. S/he will collaborate with staff from the Council's Reproductive Health (RH) and Poverty, Gender and Youth (PGY) Programs to design, develop, and implement interdisciplinary research, and with the Council's Country Directors in support of HIV and AIDS Program activities at the country level.
RESPONSIBILITIES:
  1. Provide technical supervision, guidance, and oversight for HIV and AIDS field research and programs. Responsibilities include oversight of multiple research projects and associated Principal Investigators, budgets, consultants, and subawardees; supervision and mentorship of programmatic staff in multiple offices (at time of posting: 5 staff in Washington DC, 3 staff in international offices); collaboration with relevant Country Directors and other program staff; and capacity building of in-country partner institutions and counterparts to conduct and utilize HIV and AIDS research. Research topics may include successful introduction of new HIV prevention technologies developed by the Council and others; measurable improvements of quality, efficient delivery, and equitable availability of a full range of HIV and AIDS services, particularly for vulnerable populations; appropriate integration and linkage of HIV and AIDS services with reproductive health and other health services; and scale up and sustainability of innovative HIV and AIDS interventions with documented cost-effectiveness.
  2. Serve as Principal Investigator for selected research projects in one or more of the above areas.
  3. Develop and lead fundraising strategies. Collaborate with programmatic and business development staff to develop technical approaches for large-scale proposals. Develop and maintain productive relationships with key donors — including USAID, CDC, NIH, Gates — and partner organizations. Identify and devise strategies for engaging new prospective donors.
  4. Ensure that field research and program activities and outputs — including proposals, protocols, technical and donor reports, and manuscripts for publication — are of high quality, methodological rigor, ethical standards, policy relevance, and are completed on time.
  5. Promote the prominence of Council research on the international stage through a variety of publications — including reports, synthesis documents, papers in peer reviewed journals, working papers, conference presentations, and on the Council's website — and by representing the Council and the HIV and AIDS Program through participation in technical advisory groups, steering committees, and review boards, and through communication with international organizations, including UNAIDS, UNICEF, WHO, and sister organizations. Liaise with staff from the Council's communication office to ensure that program activities are translated into formats appropriate for a variety of audiences.
  6. Collaborate with the Program Director and the Director of Biomedical HIV Research to devise and implement a long-term strategic vision for the program, including opportunities to integrate biomedical and field research and programs.
  7. Engage with Directors and other senior staff of the RH and PGY Programs to foster joint programming in areas such as integration of HIV and AIDS with reproductive and other health services, sexual and gender-based violence, services for adolescents, and sexually transmitted infections.
  8. Collaborate with Country Directors and other senior staff based in the field to plan and fund HIV and AIDS Program activities at the country and regional levels, and participate in the annual program planning and budget review.
QUALIFICATIONS:
  1. Doctoral degree in public health, epidemiology, social, or medical sciences.
  2. Minimum of ten years' post-doctoral experience in progressively senior capacity in successful implementation of HIV and AIDS research in low-resource settings. Experience in cross cutting areas such as HIV and reproductive health integration, adolescent sexual and reproductive health, gender based violence and/or health systems strengthening is highly desirable.
  3. Demonstrated experience in strategic, results-oriented research programming.
  4. Demonstrated ability to promote the use of research for the improvement of health systems in developing countries and the scale up of successful interventions.
  5. Experience managing and mentoring staff.
  6. Excellent diplomatic, interpersonal, and representational skills.
  7. Excellent written and verbal English language communication skills.
  8. Willingness to travel both within and outside the United States on a regular basis.
  9. Capacity to understand and demonstrated experience in cooperating with research investigators and the policy community from a variety of fields and cultures, preferably through residential experience in developing countries.
  10. Demonstrated ability to secure research funding (public and/or private).
  11. Strong publications track record.
