The Family League of Baltimore City, Inc. is currently seeking a motivated, detail oriented Program Manager to oversee and manage the Baby Basics and Home Visiting Programs. These are the Healthy Families America (HFA) home visiting grants portfolio and the expansion of the health literacy program, Baby Basics. Both are key components of B'More for Healthy Babies (BHB), the 10-year plan to reduce infant mortality and improve maternal and infant health in Baltimore City.
Essential Duties and Responsibilities
The Program Manager for Baby Basics and Home Visiting will be responsible for the detailed management and oversight of the HFA home visiting programs – with special attention to program quality, data collection, accountability, and capacity-building needs. FLBC-funded home visiting programs have transitioned to using the evidence-based HFA program model as of July 1, 2012. All are working towards national accreditation during the next two years.
The Program Manager will also be responsible for the expansion of the Baby Basics health literacy program. Baby Basics is a cost-effective public health intervention created by the What To Expect Foundation (WTEF) and designed to reach more low-income women at lower cost than is feasible through home visiting. Three implementation strategies are being used: (1) clinical programs, in concert with prenatal clinics; (2) small group educational programs (Moms Clubs) through community-based health centers, community organizations, schools or churches; or (3) one-to-one educational programs integrated into services delivered by home visitors, case managers, health educators, and others. The Program Managerwill lead the initiative, under the guidance of the BHB co-directors at the Family League and the Baltimore City Health Department (BCHD).
Knowledge and Skill Requirements
Master's Degree required in MHS, MPH, or related discipline preferred. Five years of related experience required. Additional relevant experience and/or training may substitute for some education.
Special Skills and Knowledge:
  • Experience with program management skills (including program design, writing and monitoring work plans, providing technical assistance, and writing reports)
  • Experience with mobilizing communities to action through organized partnership and leadership development.
  • Understanding of health communication theories and principles and application to community-based program implementation.
  • Related work experience in and knowledge of the Baltimore community
  • Prenatal, early childhood and/or women's health experience
  • Demonstrated writing and public speaking skills
  • Must be a strategic thinker and excellent communicator who enjoys building partnerships and working with a variety of programs and individuals
  • Ability to ensure adherence to applicable Federal, State, or local rules, regulations and laws
