POSITION OVERVIEW: The Program Director is responsible for the implementation, management, supervision and evaluation of the organization's supportive service programs. As a member of the senior management team, the Program Director participates in strategic planning and budgeting initiatives in addition to problem solving.
PROGRAM JOB FUNCTIONS:
Case Management
- Supervises all aspects of intake, admission and exit processes for prospective residents and current residents.
- Oversees case management service delivery.
- Provides training, supervision, and evaluation of case management staff.
- Provides crises intervention, supportive counseling and advocacy services on an as needed basis.
Program Development
- Identifies new program resources and implements viable linkages with other service systems to expand and improve services for residents.
- Using annual program goals as a guide, develop new programs and maintain existing programs to reach those goals.
- Develops measurement systems and maintains reliable data on program activity and evaluates outcomes.
- Coordinates volunteer efforts.
- Develops and oversees policies and procedures for all housing programs.
PROGRAM COMPLIANCE
- Prepares for and participates in program and compliance reviews. Submits all required reports to funders.
- Oversees monthly and annual statistical data to the city per contracts.
- Maintains an up to date knowledge and full compliance of all government contracts, agreements, and regulations governing the operations of the WHC
- Attends HUD and BHS meetings as required
- Works with WHC accountant and property manager to ensure smooth operation of finances (rent, security deposit) for residents move ins and move outs. Files monthly reports for residents who are delinquent on rents.
- Helps develop, monitor and enforce client services budget
- Maintain ROSIE and ETO systems and ensure accurate reporting is provided through training and supervision of staffBOARD OF DIRECTORS
BOARD OF DIRECTORS
- Attends Board meetings as needed.
- Prepares and submits Program Reports to for bi monthly Board meetings and presents as requested.
REQUIREMENTS (EDUCATION AND EXPERIENCE)
- Masters Degree with at least 10 years combined experience in case management and program management.
- Proven ability to lead and manage staff through effective supervising, evaluating, planning, organizing, decision making and motivating.
- Ability to manage multiple projects and assignments, meet deadlines and coordinate and communicate effectively.
- Excellent oral and written communication skills; ability to work effectively with other non-profits, city, state and Federal agencies.
- Proficient in Microsoft Office, ETO software, Property Management, Must have experience with ROSIE (Baltimore HMIS).
